Personnel Manager Randy Peck is recommending City Council approval of the renewal
rates from Total Administrative Services Corporation (TASC) for the City of Dubuque's
flexible spending plan administrator for the period January 1, 2018 through
December 31, 2018. TASC is proposing no increase in fees. The per month fee for
participating employees will be $4.20, the minimum monthly fee will be $702.08, and the
annual renewal fee will remain $327.00.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

I received the renewal rates from Total Administrative Services Corporation (TASC),
our flexible spending plan administrator. TASC is proposing no increase in fees for the
contract period beginning January 1, 2018 to December 31, 2018. The per month fee
for participating employees will be $4.20, the minimum monthly fee will be $702.08, and
the annual renewal fee will remain $327. The requested action is for the City Council to
pass a motion approving the administrative services fee presented by Total
Administrative Services Corporation for the period beginning January 1, 2018 through
December 31, 2018.

Every year we conduct market assessments in addition to reviewing the annual Consumer
Price Index (CPI) from the U.S. Bureau of Labor Statistics. As a result of our 2016
assessment, it has been determined that a modest price adjustment above the normal CPI
increase will be applied to your FlexSystem Plan for 2017 (as detailed below):
