MINUTES OF CABLE TV COMMISSION MEETING
November 1, 2017

MEMBERS PRESENT: Pauline Maloney, Ron Tigges, Alan Vincent, Kathy McMullen.
MEMBERS ABSENT: Sr. Carol Hoverman (Chair), Jennifer Tigges. One seat is vacant.

Maloney called the meeting to order at 4:04 p.m.
Acceptance of the Agenda
Upon a motion by Vincent, seconded by McMullen, the agenda was approved 4 - 0.
Approval of the Minutes of August 2, 2017
Upon a motion by Vincent, seconded by RTigges, minutes of the August 2, 2017, meeting were
approved 4 — 0.
Public Input
There was no public input.
Request for Funding
Carner and Lawrence presented a request for funding from Dubuque Community Schools for two
digital SLR camera kits, new robotic cameras for the Forum board room, and a new editing computer.
RTigges moved to approve up to $32,500 for the request. The motion was seconded by Vincent and
approved 4 — 0.
Specht presented a request for $44,811 for newsroom software, a new character generator, a new
video switcher, and various camera accessories. She noted an error in the grant application that
failed to include the cost of the newsroom software ($22,331). RTigges noted the social media
components of the newsroom software and wondered if this is something the Commission should be
funding. Specht noted that this part of the funding request was arranged before she had returned to
employment at Loras College and she could not speak to how these components fit into the overall
picture. She noted that Media Studies professor Craig Schaefer was unable to attend today's
meeting. Noting that he would prefer to learn more about these components, Vincent moved to
approve $24,500 for the remainder of the request. The motion was seconded by McMullen and
approved 4 — 0.
PEG Grant Programming Obligations
There was no discussion on this item.
Mediacom Cable Report
No one from Mediacom was present to report.
Cable TV Report
Nowack reported that last week he and Video Producer Erich Moeller had passed the FAA Part 107
exam to obtain a remote pilot certificate to fly a drone. He said it takes about seven days to obtain a
temporary certificate and a couple of months to obtain the permanent one. He also provided a report
of current and future production projects.
