Absent: Ben Darr STAFF PRESENT: Sustainable Community Coordinator Cori Burbach. President Specht called the meeting to order at 5:05 p.m. Burbach confirmed that the meeting was in compliance with the Iowa Open Meeting Law. MINUTE APPROVAL: Kennicker motioned, and Boles seconded, approval of the minutes of the June 1, 2017 meeting. The motion passed anonymously. PUBLIC COMMENT: Paul Schultz, President of Green Dubuque, spoke on behalf of the non-profit. He offered that Green Dubuque is willing to partner to complete outreach and education regarding the RCAC priorities. He also offered that Green Dubuque is initiating a community conversation regarding a Path to Zero Waste. CAC STRATEGIC PLANNING SESSION. The Commission reviewed a draft set of priorities as developed during their June 1, 2017 regular meeting. Discussion ensued, and changes were recommended. The intent of the strategic priority document is to guide the work of the RCAC in the coming fiscal year, and to advise the City Council in advance of their annual goal -setting which will take place in August. The five areas defined as priorities by the Commission include: 1) Climate Change, 2) Economic Resiliency Through Increased Social Capital, 3) Healthy Community, 4) Improved Transparency & Performance Measurement, and 6) RCAC Development. Roussell motioned, and Kennicker seconded, to approve the priorities as amended, pending the updated language discussed that Burbach will distribute to the Commission. The motion passed unanimously. DESIGN & RESILIENCY TEAM: Burbach presented to the Commission the background and process for the Design & Resiliency Team community workshop, which will occur in Dubuque on September 11-13 and focus on climate change, equity, and health. The Commission requested that they be engaged in the series of public meetings. COMMUNICATION WITH CROSS -REPRESENTED DEPARTMENTS: Several members of the RCAC also serve on other City boards and commissions. The RCAC seeks opportunities to learn from and communicate with other boards or commissions in order to increase the resilience of the community. Roussell informed the RCAC regarding the purpose and work of the Zoning Advisory Commission (ZAC), which she represents. RCAC members requested that Roussell bring to their attention opportunities she sees for them to lend a resiliency lens to the work of the ZAC. Roussell suggested ere may be updates to the applications that come before the ZAC that explicitly state how the project meets the City's resiliency goals. Kennicker presented to the RCAC regarding her work on the Parks & Recreation Advisory Commission (PRAC). The RCAC suggested an opportunity to partner with the PRAC to explore a citywide strategy to convert more spaces to non-mowable native grass areas, and improved policies incenting best management practices for use of city -leased land. At future meetings, the Commission will hear from other commissioners who are cross -representatives. Following all of these presentations, they will identify opportunities for collaboration that fit within the RCAC strategic priorities. COMMISSIONER REPORTS: No commissioner reports.
