COMMISSION MEETING MINUTES
tiOVERNMENTAL BODY: Resilient Community Advisory Commission
DATE: October 5, 2017

MEMBERS PRESENT: Sara Booth, Ben Darr (joined at 5:10), Stephanie Grutz, Carrie Lohrmann,
Robin Kennicker, Laura Roussell, Leah Specht. Absent: Dean Boles, Steve Drahozal
STAFF PRESENT: Sustainable Community Coordinator Cori Burbach.
President Specht called the meeting to order at 5:00 p.m. Burbach confirmed that the meeting was in
compliance with the Iowa Open Meeting Law.
MINUTE APPROVAL: Kennicker motioned, and Roussel) seconded, approval of the minutes of the
September 7, 2017 meeting. The motion passed unanimously.
COMMISSIONER REPORTS: Roussel requested that commissioner reports be moved up on the
agenda. Roussell and Lohrmann shared their )earnings from the Growing Sustainable Communities
conference held on October 3-4, 2017. They led a discussion on how the RCAC can best utilize STAR
certification and best practices to guide their work. Use of the STAR framework is highlighted in the
plementation chapter of the Imagine Dubuque comprehensive plan. Lohrmann also shared her
experience in the Government Alliance on Race and Equity and asked Burbach to explore opportunities
for the RCAC to participate in equity training.
PUBLIC COMMENT: Paul Schultz, President of Green Dubuque, addressed the Commission. Based
on his participation in the Growing Sustainable Communities conference, he is interested in working with
the RCAC to identify more ways for the community to get involved in resiliency and local government
work, especially involving youth in climate work.
OLD BUINSESS: STATE LEGISLATIVE PRIORITIES: The Commission reviewed the draft state
legislative priorities and did not recommend any additions or changes.
COMMUNITY ENERGY STRATEGY: Burbach presented the outline for a community energy strategy,
one of the City Council's FY2018-19 priorities. Commissioners advised that the strategy should include
a strong quantitative analysis of the GHG emissions improvements experienced from energy efficiency
and renewable energy. Engagement of renters and landlords is also an important equity issue. Further
information will be presented at future RCAC meetings.
DESIGN AND RESILIENCY TEAM: Burbach presented an overview of the Design and Resiliency Team
technical assistance visit, which took place September 11-13. The full report will be presented to the
RCAC in December.
'1STAINABLE DUBUQUE COMMUNITY GRANTS: Ten applications were received. All
commissioners should score grants. A subcommittee of Roussell, Grutz, and Kennicker will meet to
review combined scores and present a recommendation to the full Commission at the November
meeting.
COMMISSIONER REPORTS: Lohrmann presented the Commission with the work of the Transit
Advisory Board. The TAB primarily focuses on the Jule transit system. Priorities include speed of the
system, ridership experience, and safety. She would like to see the TAB reach out to the larger
transportation system. The RCAC can help the TAB think more intentionally about equity, focusing on
service delivery to underserved populations, and improved public outreach to increase ridership.

unanimously.
