and pat in. force such rules and regulations as
shall be deemed necessary and appropriate for
the order, operation, management, control end
supe~wisian of the regional airport. A copy of
such rules and regulations shall be filed with
the Airport Manager together with any amend-
ments thereto; also, copies thereof shah be
posted in two (2) conspicuous places in the
administration building at the regional airport.

The Airport Commission of the City shall,
annually, certify the amount of tax within ~he
limitations of law to be levied for airport pus-
poses and upon such certificagion, the City

immediately after the close of each Municipal
fiscal year, file with the City Clerk a detailed
and audited written report of all the money
received and disbursed by such Airport Com-

Sec. 4-46. Appointment; Terms:
(a) The Airport Commission shall have a
membership of five (5) persons: four (4) mem-
bers appointed by the City Council for four (4)
year terms and one member of the City Council
whose term shall be for one year. The initial
appointment of the City Council member shall
expire on January 15, 2001. Such members
shall serve without compensation.
(b) The Commission shall elect from its own
members, a chairperson and a secretary who
shall serve for such terms as the Commission

There ie hereby created an Environmental
Stewardship Ad~fisory Commission, which shall
consist of seven (7) members, who shall all be
residents of the City, and shall include a mem-
ber representing those who will inherit ~he
environment (a person between the ages of
and 20 at time of appointment), and six
members who shall include representation from
diverse segments of the City's population. It is
deeirable to select some members who may have
helpful backgrounds with environmen-
tM/biological science, health care, busi-
ness/industry, and env/ronmenta~civic groups.

Sec. 18.5-23.
Term; Term Limits; Filling
Of Vacancies; Compensa-
tion:
The term of office for a member of the Com-
mission, other than tfae youth representative,
shall be three (3) years, or until a successor is
duly appointed. However, two (2) of the initial
terms shall be for a term of one year; two (2) of
the initial terms shall be for two (2) years; and
two (2) of the initial terms shall be for three (3)
years. The youth representative shall be for a
term of one year, expiring on June 1 of the
following year; the initial term shall expire
June 1, 1994.
A Commission member may be removed at
anyeime with or without cause by a vote of ~wc-
thirds (:/3) of all members of the City Council.
A vacancy on the Commlssion caused by res-
ignat/on or otherwise shall be filled by appoint-
ment by the City Council for the remainder of
the unexpired term.
Members of the Commission shall serve with-
out compensation except for actual expenses,
which shall be subject tn approval by the City
Council.
The term of office of a member appointed
after January 1, 1996, shall expire October 1.

Sec. 18,5-24. Duties:
The duties of the Commission shall be as
follows:

To develop, articulate and propose goals,
objectives and policies for the steward-

year and thenceforth periodically. It

(b)Any proposed low-rent housing project
shall be subject to speci~c approval by the City
Council and any project requiring a referendum
as provided in chapter 403A of the 1979 Code of
Io~va shall be submitted to the voters of the
City in accordance with such chapter.
(c) The Housing Commission shall monitor
the City's housing program and conduct hear-
hugs on grievances which arise out of the opera-
tion of such program except in the area of hous-
ing code enforcement.

Sec. 15-23. Membership; Vacancies; Qoali-
fications:
(a) The Housing Commission shall be com-
prised of a membership of ten (10) persons.
(b) Current commissioners whose terms ex-
pire August 17, 1993~ shall continue to serve
until such time, or until a successor is duly
appointed. Three (3) commissioners shall be
appointed for an initial term of two (2) years,
and three (3) commissioners shall he appointed
for an initial term of three (3) years. All subse-
quent appointments shah be for a term of three
(3) years, or until a successor is duly appointed.
Sec. 15-24. Meetings:
(a) The Housing Commission shall hold at
least one official meeting per month.
(b) Members of the Commission shall attend
at ]east two-thirds (~/s) of all regularly sched-
uled and held meetings within a twelve (12)
month perind. If any member does not attend
such a prescribed number of meetings, it shall
constitute grounds for the Commission to rec-
ommend to the City Council that said member
be replaced. The attendance of ah members
shah be entered upon the minutes of ah meet-
ings.
(c) All meetings shall be held in conformance
with the provisions of the Iowa Open Meetings
Law.

Sec. 44-232. Established; Purposes And
Duties:
(a) The City Council hereby establishes a
Commission to be known as the Cable Regulato-
ry Commission, and which shall exist through-
out the term of the cable franchise.

b. The state of cable services and tech-
nologies, and

Sec. 44-233. ~Iembership; Tetras; Officers:

telecommunication administration, finances and

Sec. 44-218. ~lembershlp; Terms;~Offlcers:
(a) The Com,~ission shall consist of seven (7)
members appointed by the City Council. In its
appointments, the Council shall endeavor to
achieve a broad representation of the
subcor~r~,~uities and public interests which can
take advantage of dedicated cb---els to benefit
the residents of Dubuque. The Council shall
appoint only residents of the City and shall give
preference to applicants who are actively inter-
ested in promoting community cable program-
ming who possess, or are wiHing to acquire,
video production background, and who will
relate to the spectrum of informational and
cultural needs of cable viewers of Dubuque.
The Cable Franchise Admi,iistrator and any-
one who is an owner, shareholder, employee 'or
agent of the franchise holder shall be ineligible
to serve as a member of the Co,~-ission. The
membership may include a maximum of two (2)
government officers and employees.
?,~embers of the Commission who represent
subcommunlties utilizing dedicated cbs--els
shall not be deemed to have a conflict of inter-
est in the use of the equipment and facilities
provided for that purpose solely because of their
membership on the Com,-issian.
(b) The term of each member shall be for
three (3) years, with three (3) such terms expir-
ing each June, except those of the initial ap-
pointees only, three (3) appointments shall have
one year terms and three (3) appointments shall
have two (2) year terms. I£ a vacancy occurs
before the expiration of a term, the appoint-
meat shall bo for the unexpired portion of that
term. If the Council fails to make au appoint-
ment upon the expiration of a term, the incum-
bent shall continue te serve until an appoint-
ment shah be made. If any member fails to
attend at least two-thirds (-73) of the regularly
scheduled Commission meetings within a twelve
(12) month period, the Commission may request
the Council to declare that member's seat va-
cant. Attendance of all members shah be en-
tered in the minutes.
(c)AnnuaHy the members shall elect from
among themselves a presiding officer end a
secretary whose offices shall eXPire the next
June. The City's Cable Franchise Administrator

Sec. 44-219. Meetings; Procedures:

member who meets the recuirements of this
subsection (e) shah be appointed for the re-

(d) The Housing Commission shall undertake
such addltional duties, with regard to the Hous-
ing Trust Fund, as are specified in Chapter 26,

Sec. 15-23. Membership; Vacancies; Quali-
fications:
(a) The Housing Commission shall be com-
prised of a membership of ten (10) persons.
(b) Current commissioners whose terms ex-
pire August 17, 1993, shall continue to serve
until such time, or until a successor is duly
appointed. Three (3) commissioners shall be
appointed for an initial term of two (2) yours,
and three (3) commissioners shall be appointed
for an initial term of three (3) yours. Ail subse-
quent appointments shall be for a term of three
(3) years, or until a successor is duly appointed.
See. 15-24. Meetings:
(a) The Housing Commission shall hold at
least one official meeting per month.
(b) Members of the Commission shah attend
at least two-thirds (~/s) of all regularly sched-
uled and held meetings within a twelve (12)
month period. If any member does not attend
such a prescribed number of meetings, it shall
constitute grounds for the Commission to rec-
ommend to the City Council that said member
be replaced. The attendance of all members
shall be entered upon the minutes of aH meet-
ings.
(c) Ail meetings shall be held in conformance
with the provisions of the Iowa Open Meetings
(d) The Housing Cor-,-!ssion shall file with
the City Council a copy of the minutes of each
regular and special meeting of the Commission
