SUBJECT:Flora Pool Painting Project
Sealed bids were received for the Flora Pool Painting Project. Leisure Services
Manager Gil Spence recommends award of the contract to the only bidder, Fred
Jackson Tuckpointing, in the amount of $86,175, which is $42,675 over budget
This additional cost is because the old paint must first be removed by sandblasting, a
step that was not originally anticipated. This needs to be done to eliminate the cloudy
water problem that has persisted at the pools. A similar process has eliminated the
problem at Sutton Pool.
Money is available for this additional expense because the City is not going to need to
replace the filter system, which was budgeted in an attempt to eliminate the cloudiness
in the water.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request that the City Council award a contract to
Fred Jackson Tuckpointing for the Flora Pool Painting Project.
DISCUSSION
On August 20, 2002 bids were received for the Flora Pool Painting Project. Only one bid
was received:

Fred Jackson Tuckpointing $ 53,000 $86,175
The ClP budget contains $45,000 for this project. With $1,500 spent for engineering,
$43,500 remains for the project. Based on the cost to paint Sutton Pool last year, we
estimated the Flora Pool project at $53,000. Fred Jackson Tuckpointing was the
contractor for the Sutton Pool project and recently told Recreation Division Manager Pat
Prevenas that they lost money on the project because of the extensive sandblasting
required to remove all the old paint from the pool walls.
Since the pools were constructed we have experienced cloudy water. They were repainted
three times in a ten-year period and the problem remained. Tests were run on the water
and it was determined that the cloudiness was paint. Different engineers and the paint
company were contacted to help determine what was causing the paint to come off the
pool walls. A number of different theories were put forward but no one could say with
certainty what was the cause. Both pools were painted with the same epoxy paint we used
for years, but for some reason, the paint was breaking down.

In an attempt to find a solution, we budgeted to paint Sutton Pool in FY 2002 and Flora
Pool in FY 2003 with chlorinated rubber paint. We also budgeted $65,000 in FY 2003 to
replace the filter tanks at Flora Pool to try a different type of filtering system. Both of these
projects were suggestions made to solve our problem. Sutton Pool was painted with
chlorinated rubber paint prior to the 2002 season and we had no cloudy water this
summer.
Pat talked with Kelly Jackson to ask why the bid was so high and the reason is the
extensive sandblasting needed to remove the old paint and grout the walls. To repaint the
chlorinated rubber paint would cost right around the original budget of $45,000 because
sandblasting should not be needed.
We need to solve the cloudy water problem at Flora Pool so we need to do this painting
project. Since the chlorinated rubber paint solved the problem at Sutton Pool, it should do
the same at Flora. Since the filter system does not need to be changed, we do not need to
replace the filter tanks. Staff suggests that the $42,675 needed to fund this project come
from the Replace Filter Tanks - Flora Pool Project. We would use the remaining funds
($22,325) to paint the interior of the pool tanks and they should then be able to serve the
pools for several years.
RECOMMENDATION
I recommend that the contract for the Flora Pool Painting Project be awarded to Fred
Jackson Tuckpointing in the amount of $86,175, with the cost overrun coming from the
Replace Filter Tanks - Flora Pool Project.
ACTION STEP
The action requested is that the City Council adopt the attached resolutions awarding the
contract for the Flora Pool Painting Project to Fred Jackson Tuckpointing in the amount of
$86,175.

AWARDING CONTRACT
WHEREAS, sealed proposals have been submitted by contractors for the FLORA
POOL PAINTING PROJECT pursuant to Resolution No. 409-02, and notice to bidders
published in a newspaper published in the City of Dubuque, Iowa, on the 23rd day of
August, 2002.
WHEREAS, said sealed proposals were opened and read on the 13th day of
August, 2002, and it has been determined that the bid of FRED JACKSON
TUCKPOINTING in the amount of $86,175 was the lowest bid for the furnishings of all
labor and materials and performing the work as provided for in the plans and
specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the contract for the above improvement be awarded to FRED JACKSON
TUCKPOINTING, and the Manager be and is hereby directed to execute a contract on
behalf of the City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond, the
City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful
bidders.

INTRODUCTION
The purpose of this memorandum is to request that the City Council initiate the bidding
process for the Flora Pool Tank Painting Project.
DISCUSSION
The Fiscal Year 2003 capital improvement budget contains $45,000 to paint the Flora
Pool tank. The pool tank is where the water is, and it needs to be repainted every five
to seven years. Chlorinated rubber paint is being used to eliminate the cloudy water
conditions that exist. Sutton Pool was repainted last year and the cloudy water has
been eliminated.

provisions of Chapter 384, City Code of Iowa, at 6:30 p.m. on the 3rd day of
September, 2002, in the Public Library Auditorium in Dubuque, Iowa. Said proposed
