Sealed bids were received for the West Locust Storm Sewer Improvements Project.
Public Works Director Mike Koch recommends award of the contract to the Iow bidder,
Connolly Construction, in the amount of $183,821.32, which is 10.32% under the
engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: West Locust Storm Sewer Improvements Project
INTRODUCTION
The enclosed resolution provides for the award of the West Locust Storm Sewer
Improvements Project.
DISCUSSION
The project calls for the installation of a 48-inch storm sewer along West Locust Street
from Kirkwood Street to Rosedale Avenue. In addition, a 36-inch storm sewer will be
stubbed up Rosedale Avenue to be extended in conjunction with the Rosedale Avenue
Street Reconstruction Project budgeted for Fiscal Year 2005.
Sealed bids were received on the project on August 22, 2002. Connolly Construction of
Peosta submitted the iow bid in the amount of $183,821.32. This amount is 10.32%
under the engineer's estimate. A summary of the bids received is as follows:

RECOMMENDATION
I recommend that the contract be awarded to Connolly Construction in the amount of
$183,821.32.
BUDGET IMPACT
The summary of the project costs is as follows:

The project is to be funded from a Fiscal Year 2003 appropriation in the amount of
$458,000. However, the funding source is yet to be determined, pending the
implementation of a stormwater utility.
The resurfacing of West Locust Street is scheduled to be let by the Iowa Department of
Transportation (IDOT) this fall. The storm sewer must be constructed before the
resurfacing project proceeds.
After prioritizing funded storm sewer projects and subsequent fa-allocation of funds, the
funding for the West Locust Street Storm Sewer Project will be obtained from the
balances of the following projects in the existing CIP budget: Center Grove Storm
Sewer, H&W Storm Sewer, Dredging of 16th Street Basin, University Avenue Storm
Sewer, Cedar Cross Storm Sewer, and Kaufmann/JFK Storm Sewer projects (See
Table 1 ).
ACTION TO BE TAKEN
I respectfully request that the City Council adopt the attached resolution awarding the
construction contract to Connolly Construction in the amount of $183,821.32.

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 31st day of July, 2002, plans, specifications, form of
contract and estimated cost were tiled with the City Clerk of Dubuque, Iowa for
the West Locust Storm Sewer Improvements Project.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost'was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.

AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
West Locust Storm Sewer Improvements Project pursuant to Resolution No.
4,32~02~and notice to bidders published in a newspaper published in the City of
Dubuque, Iowa on the 9th day of August, 2002.
Whereas, said sealed proposals were opened and read on the 22nd day of
August, 2002, and it has been determined that the bid of Connolly Construction
of Peosta, Iowa, in the amount of $183,821.32 was the lowest bid for the
furnishings of all labor and materials and performing the work as provided for in
the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Connolly
Construction and the Manager be and is hereby directed to execute a contract on
behalf of the City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.

Public Works Director Mike Koch recommends initiation of the bidding process for the
West Locust Storm Sewer Improvements Project, and further recommends that a public
hearing be set for September 3, 2002.
The project will be funded by reprioritizing other storm sewer projects and rebudgeting
them through next year's Capital Improvement Program Budget process.

INTRODUCTION
The enclosed resolutions authorize the public bidding procedures for the West Locust
Storm Sewer Improvements Project.
BACKGROUND
Historically, the section along West Locust Street at 17th Street extending up Rosedale
Avenue has experienced the ill effects of stormwater runoff. The reconstruction of
Rosedale Avenue has been delayed for a number of years to allow for an adequate
stormwater management solution to be implemented.
DISCUSSION
The Drainage Basin Master Plan produced by HDR Engineering (Omaha, Nebraska)
addressed the capacity of the existing storm sewer system. They reaffirmed that storm
sewer improvements were needed along West Locust from Kirkwood Street to
Rosedale Avenue.
The project calls for the installation of a 48-inch storm sewer along West Locust Street
from Kirkwood Street to Rosedale Avenue. In addition, a 36-inch .storm sewer wilt be
~stubbed up Rosedale Avenue to be extended in conjunction with the Rosedale Avenue
Street Reconstruction Project budgeted for Fiscal Year 2005.
The schedule for the project will be as follows:

RECOMMENDATION
I recommend that the City Council establish the date for public hearing, and authorize
the City Clerk to advertise for bids for the West Locust Storm Sewer Improvements
Project.
BUDGETIMPACT
The construction cost estimate for the West Locust Storm Sewer Improvements Project
is as follows:
Construction Contract $204,984.20
Contingency 20,498.42
Engineering 33,822.39

balance of the funding to cover the estimated West Locust Storm Sewer Improvements
Project will come from the General Storm Sewer Construction Fund.
All of the above projects will need to be funded again in a future Five-Year CIP
Program.
ACTION REQUESTED
The City Council is requested to establish the date for the public hearing and to
authorize the City Clerk to advertise for proposals through adoption of the attached
resolutions.
