Public Works Director Mike Koch recommends award ofthe contract to the Iow bidder, Portzen Construction, Inc., in the amount of $1,097,207.48, which is 30.76% under the engineer's estimate. It is also recommended that the parking lot be constructed of Portland Cement Concrete. Koch, Public Works Director SUBJECT: Hotel/Conference Center Parking Lots & Fifth Street Construction INTRODUCTION The enclosed resolution provides for the award of the Hotel/Conference Center Parking Lots & Fifth Street Construction Project. DISCUSSION The project will consist of the construction of two parking lots in front of the hotel along Bell Street---one for the Hotel and the second lot for the shared Hotel/Conference Center. The other portion of the project will be the construction of Fifth Street from Bell Street to the easterly end, which was recently deleted from the Bell Street Construction Project. The project will include the installation of a 37-foot wide concrete roadway on Fifth Street; historic lighting for the street; parking lot lighting; landscaping along Fifth Street; an irrigation system; and an entrance into the hotel from Bell Street. The Hotel parking lot will include 215 parking stalls, and the Hotel/Conference Center lot will have 132 stalls. The parking lots were bid as PCC concrete, with an altemate bid of asphalt. Included in the parking lot construction will be the removal of benzene-contaminated soil from a previous use of the property, in an estimated amount of $60,000. Sealed bids were received on the project on August 22, 2002. Portzen Construction Inc. of Dubuque, Iowa, submitted the Iow bid in the amount of $1,097,207.48. This amount is 30.76% under the engineer's estimate. The parking lot portion of the project was bid with an alternate of asphalt. Portzen's bid included a cost-savings of $86,293.30 for asphalt. A summary of the bids received is as follows: Base Alternate Portzen Construction Inc. $1,097,207.48 $1,010,207.48 Tschiggfrie Excavating Co. $1,110,640.01 $1,046,660.45 RECOMMENDATION I recommend that the contract be awarded to Portzen Construction Inc. in the amount of $1,097,207.48, and that the parking lot be constructed of Portland cement concrete.
