Van Milligen, City Manager SUBJECT: Residential Parking Permit District Petition for Green Street and Avoca Street A May 23, 2002 petition was received from several residents on Green Street and on Avoca Street to be added to the existing Residential Parking Permit District (RPPD) in the Senior High School area. The ordinance to establish a Residential Parking Permit District states that "only if" parking occupancy exceeds 80% during peak hours, may such a designation be created. None of the through streets included in the petition are close to reaching this required level of parking. Since the parking study indicates that adequate curbside parking is available to the residents even during peak periods of school being in session, Public Works Director Mike Koch recommends that the petition for the requested portions of Green Street and Avoca Street as a part of the Senior High School Residential Parking Permit District be denied. Hopefully, with Senior High School's installation of a new 93-stall surface parking lot behind the bleachers on Rosedale, the parking conditions on the City streets around the school should improve even without the condition of additional residential parking district. Koch, Public Works Director SUBJECT:Residential Parking Permit District Petition for Green Street and Avoca Street CITY OF DUBUQUE, IOWA MEMORANDUM August 28, 2002 INTRODUCTION This is in response to a May 23, 2002 petition from several residents on Green Street and on Avoca Street to be added to the existing Residential Parking Permit District (RPPD) in the Senior High School area. BACKGROUND The first RPPD in the Senior High School area was approved in 1995 and was later expanded in the Year 2000 and again in 2001 to include streets farther away from the school as parking problems continued to radiate outward from the school property. The current petition is to include Green Street from Asbury Road to Algona Street, and Avoca Street from Green Street to Cherry Street into the existing permit district. To be considered for designation as an RPPD, a petition must be received from at least 60% of the property owners on the requested streets, and at least 80% of the curbside parking spaces must be utilized during peak periods. The ordinance further requires that at least 25% of the parking spaces be utilized by non- residents of the requested streets. DISCUSSION If taken as a whole, the petition is signed by 64% of the property owners in the requested district amendment; however, not each street meets the 60% criteria on a street-by-street basis. A summary is as follows: Green Street, Algona Street to Avoca Street 8O% Green Street, Avoca Street to Asbury Road 5O% Avoca Street, Green Street to Cherry Street 56% Parking studies performed in the spring of 2002 and the beginning of this school session indicate that none of the streets requested meet the 80% parking occupancy required by the ordinance for the creation of a parking district. The breakdown is as follows: Green Street, Algona Street to Avoca Street 49% Green Street, Avoca Street to Asbury Road 13% Avoca Street, Green Street to Cherry Street 15% RECOMMENDATION The ordinance to establish a Residential Parking Permit District states that "only if" parking occupancy exceeds 80% dudng peak hours may such a designation be created. (The annual fee is subject to change by City Council action). *Cover letter explaining request and map showing the boundaries of the proposed district must accompany petition. SIGNATURE ./ ADDRESS DATE The reason for this petition is to eliminate the high school kids from parking on residential streets. We the residents have seen trespassing on our property, truant students smoking and playing thumping music in their cars all through out the day. One resident has seen students urinating in their bushes. We have pop cans and bottles, and fast food papers strewn about our neighburhood, We also have congested corners near the intersection that could potentially prevent emergency vehicles from reaching its destination. Winter time is especially a problem, when the students park so close to the stop signs and the snow pushes parking of their cars out further in the street. We are requesting for a residential parking permit between the hours of 7:00a.m. till 2:30p.m. August 30th thru June 1.
