Kennedy Road Public Works Director Mike Koch is recommending that the current parking restriction on John F. Kennedy Road be amended to allow parking from 230 feet north of Spring Valley Road to 360 feet south of the Northwest Arterial. This section of John F. Kennedy Road was recently widened from its rural two-lane roadway to a curb and gutter pavement of 40 feet in width. Kennedy Road CITY OF DUBUQUE, IOWA MEMORANDUM August 28, 2002 INTRODUCTION The enclosed ordinance amends the existing parking prohibition on John F. Kennedy Road between Spring Valley Road and the Northwest Arterial. DISCUSSION John F. Kennedy Road was reconstructed along with the construction of the Northwest Artedal from John F. Kennedy Road to U.S. 52. The limits of the reconstruction on Kennedy Road were from Spdng Valley to the westerly City limits. The pavement was widened from its rural two-lane roadway to a curb and gutter pavement of 40 feet in width. This is identical to the width of the older portion of Kennedy Road south of Spring Valley Road. This older section of Kennedy Road has historically been striped for two lanes of through traffic and a separate left- turn lane because of the number of intersecting streets and curb cuts with high left-turn usage. Furthermore, there is little, if any, need for street parking in these areas. The portion of Kennedy Road where parking is being restored is a completely residential area where there is no need for separate left-turn lanes, since there are only residential driveways through this area. Also, in contrast to the older section of Kennedy Road, there is a need for residential parking on the street itself. The parking in the new section of Kennedy Road can be accomplished by allowing the two through lanes of traffic head-to-head at the centerline of the street, with two 12-foot wide lanes leaving 8 feet on each side of the street for parking. This is identical to the traffic lanes on Asbury Road in the vicinity of Carter Road and the majority of the streets in the downtown area, including heavily-traveled White Street. Enclosed is a drawing of the proposed striping of John F. Kennedy. it allows for a left-turn lane without parking at the Northwest Arterial intersection, and then tapers back to the centedine of Kennedy Road south of the Northwest Arterial. This will allow parking to take place to within 360 feet of the Northwest Arterial and extending to 230 feet of Spdng Valley Road, where the transition would take place back to three (3) traffic lanes. North of the Northwest Artedal there are intersecting streets which will generate a need to again establish distinct left-turn lanes to the soccer complex, after which striping will be gradually tapered to match the two-lane stripping in the County section of Kennedy Road. RECOMMENDATION I recommend that the current parking restriction on John F. Kennedy Road be amended to allow parking from 230 feet north of Spring Valley Road to 360 feet south of the Northwest Arterial. ACTION TO BE TAKEN The City Council is requested to approve the recommendation and to adopt the attached Ordinance amending the parking prohibition on John F.
