Proposed Revision to Section 32-285 of the Code of Ordinances
Operations and Maintenance Manager Don Vogt recommends that Chapter 32 of the
Code of Ordinances be amended to allow the City Manager the discretion of
establishing parking restriction hours in the Alternate Side Street Parking District.
With the recent re-development and expansion of economic activity in the downtown
area, it is anticipated that staff will receive numerous requests to amend Alternate Side
Street Parking District hours near various businesses. These requests will likely be
based on a business' hours of operation. We already have received such a request
from a new business in the Old Main area. Staff believes that allowing the City
Manager to adjust parking restriction hours within the district stipulated by the City
Council will make the City better able to respond in a more timely manner to requests
for signage changes. The Council will still decide which streets or sections of streets
are within the Alternate Side Street Parking District.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Proposed Revision To Section 32-285 of the Code of Ordinances
Introduction
The purpose of this memorandum is to submit to you a proposed ordinance for your
consideration and approval. This ordinance would revise paragraphs (b), (c), (d), and
(e) of Section 32-285 of the Code of Ordinances.
Discussion
Chapter 32 of the Code of Ordinances is entitled "Motor Vehicles and Traffic". Section
32-285 is entitled "Alternate side street parking". Staff recommends that this section be
amended in a fashion similar to the previous amendment of Section 32-332 "Installation
authorized and directed; time restrictions" of parking meters. This amendment would
allow the City Manager the discretion of establishing parking restriction hours in the
Alternate Side Street Parking District designated by the City Council.

already have received such a request from a new business in the Old Main area. Staff
believes that empowering the City Manager to adjust parking restriction h .ours within the
district stipulated by the City Council will benefit everyone in two ways. First of all, the
City will be able to respond in a more timely manner to requests for signage changes.
Secondly, while Council will still decide which streets or sections of streets are within
the Alternate Side Street Parking District, it will not need to address each hour change
request through its ever-increasing meeting agendas.
Attached is a copy of Section 32-285 with the proposed additions underlined and
deletions lined out. Aisc attached is a copy of the ordinance as recommended.
Recommendation
Staff recommends that this proposed ordinance be approved by you and the City
Council.

Sec. 32-285. Alternate side street parking.
(a) This section is enacted as an enforcement procedure for the protection of public safety
and welfare and shall be used to facilitate street sweeping and the removal of snow and ice
accumulations on certain public streets.
(b) There is hereby established an Alternate Side Street Parking District comprised of
streets and/or portions thereof as follows:
First Street, both sides, from Bluff Street to Iowa Street.
Second Street, both sides, from Bluff Street to Iowa Street.
Third Street, both sides, from Bluff Street to Central Avenue.
Fourth Street, both sides, from Bluff Street to White Street.
Fifth Street, both sides, from Bluff Street to White Street.
Sixth Street, both sides, from Bluff Street to White Street.
Seventh Street, both sides, from Bluff Street to White Street.
Eighth Street, both sides, from Bluff Street to White Street.
Ninth Street, both sides, from Bluff Street to Pine Street.
Tenth Street, both sides, from Bluff Street to White Street.
Eleventh Street, both sides, from Bluff Street to Pine Street.

Alternate Side Street Parkinq District, the City Manaqer shall review such requests and mako
such changes as are deemed necessary by the City Manager.
.(~ (~) When any vehicle parked in violation of this section constitutes a hindrance and a
hazard to the prompt removal of snow and ice accumulations, the police department may
cause the immediate removal of the vehicle. When conditions permit, the police department
shall make a reasonable effort to contact the last registered owner of the vehicle before
summarily removing the vehicle.

accordance with sections 32-431, 32-432 and 32-433 of this chapter,

AN ORDINANCE AMENDING CITY OF DUBUQUE CODE OF ORDINANCES
SECTION 32-285 ALTERNATE SIDE STREET PARKING BY ESTABLISHING AN
ALTERNATE SIDE STREET PARKING DISTRICT AND AUTHORIZING THE CITY
MANAGER TO ESTABLISH TIME RESTRICTIONS FOR PARKING IN THE DISTRICT.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. Section 32-285 of the City of Dubuque Code of Ordinances is hereby
amended to read as follows:
