SUBJECT:FLYDBQ Campaign
Airport Manager Andy Perry is asking for a $35,000 allocation, subject to a future
budget amendment, to fund a Fly Dubuque Campaign. The airline industry is in a state
of deep economic recession and all the airlines are undergoing cutbacks and
reorganizing. The Airport Commission wants to take a very proactive role to ensure that
this difficult time in the airline industry does not negatively impact Dubuque air service.
These funds would be available from the favorable situation in the end of FY02 fund
balances. For instance, the Airport closed out the fiscal year $140,000 to the good
when comparing revenues vs. expenses.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE:FLYDBQ campaign
As per our discussions, the airline industry is in a state of deep economic
recession and all the airlines are undergoing cutbacks and reorganizing. The
Airport Commission and staff elected to take a very proactive role to ensure the
future success and growth of Dubuque for business and tourism. We have with
the help of GDDC, Chamber of Commerce and our Marketing and Air Service
Task Forces worked on building a FLYDBQ campaign. This campaign asks for
everyone's support and partnership of the entire community to help in protecting
the assets of global connectivity and to try and overcome airline reorganization or
possible loss of service. This is a very serious concern as many communities
across the country have already suffered service reduction and/or the loss of
airlines. With everyone's help, our community can overcome this economic
challenge.
Therefore, attached is a working copy of the FLYDBQ campaign. We
respectfully request $35,000 from the City to assist in this campaign. As you can
see the initial part of the campaign is September through November. We will
continue with FLYDBQ beyond these months, however, the airport will continue
the campaign with its line item marketing budget. It is the initial start-up costs
that we ask for assistance, because this initial campaign will last well beyond the
3-month period. Your support would be greatly appreciated and we certainly
would like to hear any suggestions that would help protect Dubuque's regional,
national, and global connection.

different groups including Chamber of Commerce, GDDC, news media, and through
personal appointments with business leaders.
