DOWNTOWN PLANNING COMMITTEE
Long Range Planning Advisory Commission
August 12, 2002, 11:00 A.M.

CALL TO ORDER: The meeting was called to order at 11:05 a.m.
CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying
that the meeting was being held in compliance with the Iowa Open Meetings Law.
MINUTES: Motion by Wertzberger, seconded by Michalski to approve the minutes of the
July 2, 2002 meeting passed unanimously.
ACTION ITEMS:
Consultant Selection Process
Rusk reviewed that 75 RFP's had been distributed, nine proposals were received, and four
firms had been interviewed. Carstens added that a recommendation had been submitted
to the City Manager, and the City Manager's recommendation would to on to the City
Council. Motion by Watsh, seconded by Michalski to concur with the recommendation of
the consultant selection committee passed unanimously.
IDED Grant Application Timeline
Carstens distributed a draft of the IDED grant application. Rusk asked committee
members to review it, and then provide comments within the ne~t week. Michalski
suggested the application be e-mailed to IDED contact Call Beals this week. She added
that she and LoBianco would visit with Ms. Besls about the application at the Downtown
Conference in Mason City on August 20-21. Carstens noted that the application would go
to the City Manager and then the City Council. She asked for letters of support from the
Chamber and Dubuque Main Street to go with the application.
Additional Financial and In-Kind Resources
Rusk reviewed a list of major downtown stakeholders who had been asked for a
financial commitment. He reported that over $12,500 had been raised to date.
