Minutes Historic Pres 8 13 02MINUTES REGULAR SESSION Tuesday, August 13, 2002 5:00 p.m. Board Room, Carnegie Stout Library 360 W. 11th Street, Dubuque, Iowa PRESENT: Chairperson Chds Wand; Commission Members Terry Mozena, Suzanne Guinn; Staff Members Laura Carstens and Wally Wernimont. ABSENT:Commission Member Jim Gibbs CALL TO ORDER: The meeting was called to order at 5:25 p.m. Chairperson Wand noted that they would take input from the applicants; however, they would be unable to approve applications based on failure to have a quorum present. AFFIDAVIT OF COMPLIANCE: Staff noted that there ware not enough commissioners present for a quorum and to conduct business. DESIGN REVIEW: Application of Dave & Mimi Resnick for a Certificate of Appropriateness and a Historic Preservation Homeowner Grant to repair and paint soffit and fascia, line Yankee gutters, and construct retaining wall for property located at 375 Alpine Street in the Langworthy Historic Preservation District. Dave Resnick presented his application. He noted that he is applying for an Historic Preservation Homeowner Grant and has submitted the required bids for the proposed work. He stated that he is proposing to scrape and paint the soffit and fascia, to line the Yankee gutters with a rubber membrane to make them watertight, and to construct a retaining wall to help create a level spot for off-street parking. Staff Member Wernimont presented the staff report, reviewing the applicant's proposal and the zoning requirements for off-street parking. He noted bids have been submitted and the proposed work is in compliance with the design review guidelines. He explained the off-street parking provisions. The Commission thanked Mr. Resnick for his presentation and stated that they will have to rule on the application at a later date. DESIGN REVIEW: Application of David Cox for a Certificate of Appropriateness to redesign front porch for property located at 582 Loras Boulevard in the W. 11th Street Historic Preservation District. David Cox presented his application. He noted that his proposal is to redesign the front porch by replacing the wrought iron columns and railings. He noted that the roof and the floor decking were to remain, the columns would be replaced, and a new handrail would be built. Staff Member Wernimont reviewed the staff report and the applicant's proposal. He noted compliance with the design review guidelines. He said that the applicant is Minutes - Histodc Preservation Commission August 13, 2002 Page 2 proposing to replace the wrought iron columns with 4~ by 4" wood turned posts and to replace the wrought iron hand railing with a double wood rail with 2' by 2" wood spindles. The Commission thanked Mr. Cox for his presentation and noted that they could not rule on the application at this time. DESIGN REVIEW: Application of Ronnie McDonald for a Certificate of Appropriateness and a Historic Preservation Revolving Loan Fund to redesign rear addition for property located at 1004 Bluff Street in the Jackson Park Historic Preservation District. Mr. McDonald reviewed the proposed design materials and design elements and how construction would proceed. He reviewed design details and proportions. Staff Member Wernimont reviewed that the Historic Preservation Commission has approved redesign of the two-car garage at the rear of the structure and the applicant is now seeking funding of $25,000 from the Historic Preservation Revolving Loan Fund for the proposed improvements. Commissioner Wand and Staff Member Wernimont reviewed the recommendations of the Revolving Loan Fund Committee, noting the shortage of funding. They explained that this project did not rate as high because it is for an addition rather than restoration of the original structure. Therefore, $12,300 was recommended. Commissioner Mozena stated that his position was that being at the end of the Revolving Loan Fund, he felt that the funding should be given for restoring structures and not building additionS. Mr. McDonald noted that there are high traffic counts along 10th Street and Bluff, the visibility of his property, and its blighting influence on the neighborhood. He said he was comfortable with the $12,300 loan. The Commission thanked Mr. McDonald for his input and presentation and noted that they could not vote on the application at this time. DESIGN REVIEW: Application of Kathy Bauerly for a Certificate of Appropriateness and a Historic Preservation Revolving Loan to install new wood windows for property located at 39th W. 11th Street in the Jackson Park Historic Preservation District. Mrs. Bauerly reviewed the need fur new windows on this property and the bids received. She explained the exterior work plan and the addition to the interior work. Staff Member Wernimont reviewed the windows that will be replaced with exact replicas, the storm windows will be replaced with wood storms, and lead abatement would be done on the structure. He clarified that the windows have deteriorated and some components could be salvaged. The Commission thanked Mrs. Bauerly for her time and noted that they could not rule on the application at this time. DESIGN REVIEW: Application of Kathy Bauedy for a Certificate of Appropriateness and a Historic Preservation Revolving Loan to install new wood windows for property located at 1035 Grove Terrace in the Jackson Park Historic Preservation District. Minutes - Historic Preservation Commission August 13, 2002 Page 3 Mrs. Bauerly explained that this building, like 395 W. 17th, has three families with children. She indicated that she is participating in the lead abatement program. Chairperson Wand explained the rationale of the Revolving Loan Fund Committee in recommending full funding for the window replacement at 395 W. 17th Street due to the uniqueness of the windows. He noted that the Revolving Loan Fund Committee supports the project and would encourage the Bauerly's to replace these windows with new wood windows. The Commission thanked Mrs. Bauerly for her time and noted that they could not rule on the application at this time. ITEMS FROM COMMISSION: Penalties for Unauthorized Demolition of Structures in Demolition Districts and Historic Districts: The Historic Preservation Commission briefly reviewed the memo from legal staff. There was some discussion on which items would be appropriate to add to the Historic PreservatiOn Ordinance. The Commission stated that they would like to see all items added to the Ordinance and that they would be unable to make a motion at this time due to failure to have a quorum. Expansion of Demolition Districts: The Commission reviewed the memo regarding expansion of demolition districts. Staff Member Wemimont explained that three demolition districts would be created - Couler Valley Demolition District, Eagle Point Demolition District and Warehouse Demolition District. He also noted that the Downtown Demolition District would be expanded to encompass two areas, which are currently being surveyed. ITEMS FROM STAFF: Staff Member Wernimont distributed a proposed sign design for a shop in the Old Main Historic Preservation District, with a mermaid made of polyresin. The Commissioners briefly discussed the design, noting that they would rather see the mermaid be made of wood and placed on a two-dimensional sign. They also noted they would like to see the lettering located above the mermaid instead of below the mermaid. Commissioners discussed how to monitor how the expenditure of Revolving Loan Fund was made in relationship to the Lead Abatement Program. Commissioners also discussed having housing and Community Development staff comply with newly adopted design guidelines in historic districts. The Commissioners also discussed how to raise additional funding for the Revolving Loan Fund.
