Minutes Historic Pres 8 14 02MINUTES REGULAR SESSION Wednesday, August 14, 2002 5:00 p.m. Board room, Carngie Stout Library PRESENT: Chairperson Chds Wand; Commission Members Suzanne Guinn (conference call), Terry Mozena and Jim Gibbs; Staff Members Laura Carstens and Wally Wemimont" ABSENT: None. CALL TO ORDER: The meeting was called to order by Chairperson Wand at 5:02 p.m. Chairperson Wand read the following statement at the beginning of the meeting: In accordance with Iowa Open Meetings Law, this special meeting has been called at less than 24 hours notice in order to conduct business that can't be accomplished otherwise due to the inability to achieve a quorum and the need for the Commission to act on loan requests in a timely manner to accommodate construction schedules for the Lead Abatement Program. AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by Gibbs, seconded by Mozena, to approve the minutes of the July 18, 2002 Historic Preservation Commission meeting. Motion was approved by the following vote: Aye - Gibbs, Mozena, Guinn and Wand; Nay - None. DESIGN REVIEW: Application of Dave & Mimi Resnick for a Certificate of Appropriateness and a Historic Preservation Homeowner Grant to repair and paint soffit and fascia, line Yankee gutters, and construct retaining wall for property located at 375 Alpine Street in the Langworthy Historic Preservation District. The applicants were not present. Chairperson Wand noted they had provided information to the Commission on August 13, 2002. Staff Member Wemimont outlined their application, noting that the applicants are applying for a Historic Homeowner Grant to repair and paint the soffit and fascia, to line the Yankee gutters with rubber to make them watertight and to prevent water from leaking onto the soffit. He also noted that the applicants are proposing to construct a retaining wall at the rear of the property in order to provide an area for off-street parking. Motion by Mozena, seconded by Guinn, to approve the application as presented and a $5,000 Historic Preservation Homeowner Grant. Motion was approved by the following vote: Aye - Gibbs, Mozena, Guinn and Wand; Nay - None. Minutes - Historic Preservation Commission August 14, 2002 Page 2 DESIGN REVIEW: Application of David Cox for a Certificate of Appropriateness to redesign front porch for property located at 582 Loras Boulevard in the W. 11th Street Historic Preservation District. Mr. Cox was not in attendance. Chairperson Wand noted that he had made a presentation to the Historic Preservation Commission on August 13, 2002. Staff Member Wemimont presented the staff report, noting that the applicant is proposing to replace wrought iron porch columns with new 4" by 4" wood turn posts and to replace the wrought iron railing with a double wood rail with wood 2" by 2" turned spindles. He also noted the applicants were proposing to remove the concrete steps and replace them with new wood steps. Motion by Mozena, seconded by Gibbs, to approve the application as submitted. Motion was approved by the following vote: Aye - Gibbs, Mozena, Guinn and Wand; Nay- None. DESIGN REVIEW: Application of Ronnie McDonald for a Certificate of Appropriateness and a Historic Preservation Revolving Loan Fund to redesign rear addition for property located at 1004 Bluff Street in the Jackson Park Historic Preservation District. Ronnie McDonald described his proposal. He noted that the funding is going toward an addition that is not a new addition. He noted that he was approved for a previous Certificate of Appropriateness and the funding will be used to make those approved changes to the addition. Staff Member Wernimont briefly outlined the applicant's request, noting that the applicant has already received a Certificate of Appropriateness for the rear addition. He noted that the north wall will remain concrete block. The Commission discussed the amount of funding remaining in the Revolving Loan Fund. Chairperson Mozena questioned the funding being used for building additions, and stated that he felt the funding should only be used on the original structure. Motion by Mozena, seconded by Gibbs, to approve a Certificate of Apprepdateness as presented and fund a $12,306.73 Histodc Preservation Revolving Loan to replace concrete blocks with bricks, install new wood windows and replace the garage door with a wood carriage-style garage door. Motion was approved by the following vote: Aye - Gibbs, Mozena, Guinn and Wand; Nay - None. DESIGN REVIEW: Application of Kathy Bauerly for a Certificate of Appropriateness and a Historic Preservation Revolving Loan to install new wood windows for property located at 1035 Grove Terrace in the W. 11th Street Histodc Preservation District. The applicant was not in attendance. Chairperson Wand noted that the applicant had made a presentation to the Historic Preservation Commission on August 13, 2002. Staff Member Wernimont presented the staff report, noting that the project involves Minutes - Histodc Preservation Commission August 14, 2002 Page 3 replacing unique wood windows, which have deteriorated and have lead paint with new wood windows that match the existing windows exactly. Chairperson Wand described the Revolving Loan Fund Committee's discussion over the proposed windows. Commissioner Mozena indicated that he feels the Historic Preservation Revolving Loan Fund is an extension of the Lead Abatement Program. He noted that the funding should only be used to replace windows that are deteriorated and not to fund windows that have lead paint on them. The Commission discussed the front porch located on the front of the structure and noted that if the applicant was to be approved for the funding that they would set a condition that the wrought iron columns on the front porch be removed and replaced with wood turned posts, wood hand railing and wood spindles. The Commission also discussed that the aluminum storm door should be removed and appropriate wood storm door should be installed. Commissioner Guinn emphasized that if the windows are removed from the structure, they should be salvaged. Motion by Mozena, seconded by Gibbs, to approve a Certificate of Appropriateness and a $16,516.27 Historic Preservation Revolving Loan Fund with the condition that the replacement windows match the original windows exactly, the wrought iron porch columns be replaced with wood turned post columns, the wrought iron railing be replaced with wood hand railing and wood spindles, the aluminum storm door be replaced with an appropriate wood storm door, the porch be painted in accordance with the guidelines, and that the wood windows be salvaged. Motion was approved by the following vote: Aye - Gibbs. Mozena, Guinn and Wand; Nay - None. DESIGN REVIEW: Application of Kathy Bauedy for a Certificate of Appropriateness and a Revolving Loan to install new wood windows for property located at 1035 G rove Terrace in the Jackson Park Historic Preservation District. The applicant was not in attendance. Chairperson Wand noted that she made a presentation to the Historic Preservation Commission on August 13~. The Commission discussed the application, noting that the funds have been depleted from the Historic Preservation Revolving Loan Fund. Staff indicated that the proposed project is also using lead abatement funding, which requires a Section 106 review. The Commission discussed the Section 106 review, noting that the recommendations were to scrape and paint wood surfaces or replace with exact wood replicas. Motion by Mozena, seconded by Guinn, to approve the application as submitted with the following conditions: First Option: Scrape and paint exterior wood surface. Second Option: Replace with exact wood replica as per Section 106 review. Motion was approved by the following vote: Aye - Gibbs, Mozena, Guinn and Wand; Nay - None. ITEMS FROM COMMISSION: Penalties for Unauthorized Demolition of Structures in Demolition Districts and Historic Districts: The Commission discussed the memo from Corporation Counsel Barry Lindahl Minutes- Historic Preservation Commission August14,2002 Page 4 dated July 26, 2002 regarding penalties for unauthorized demolition of structures and demolition in historic districts. The Commission discussed that they would like to see al! points outlined in the memo to be added to the Historic Preservation Ordinance. In addition to the five points outlined in the memo, the Commission also discussed including an additional penalty that would require the property owners to provide 250 hours of community service and if the property owner was proposing to build on the lot, the design or site plan would be required to be reviewed by the Historic Preservation Commission prior to receiving a building permit. Motion by Wand, seconded by Mozena, to direct staff to draf~ an ordinance amendment as discussed with review by the Historic Preservation Chairperson. Motion was approved by the following vote: Aye - Gibbs, Mozena, Guinn and Wand; Nay - None. The Commission also discussed that they would like to review site plans for properties located in historic districts, which currently require no building permit. Motion by Mozena, seconded by Gibbs, to instruct staff to research a change in the Historic Preservation Ordinance to allow review of site plans in historic districts and landmark sites. Motion was approved by the following vote: Aye - Gibbs, Mozena, Guinn and Wand; Nay - None. Expansion of Demolition Districts: The Historic Preservation Commission discussed the expansion of the demolition districts to include the Phase I, II and III survey areas. The Commission discussed the possibility of extending the Downtown Demolition District to cover the Little Dublin area, which is currently not included in the Phase tll survey area. Motion by Wand, seconded to Guinn, to direct staff to contact the consultant for the Phase III survey for a quote to expand the Phase Ill survey to include Little Dublin. Motion was approved by the following vote: Aye - Gibbs, Mozena, Guinn and Wand; Nay - None. Motion by Wand, seconded by Gibbs, to direct staff to send the proposal for the expansion of the demolition districts to City Council for their approval. Motion was approved by the following vote: Aye - Gibbs, Mozena, Guinn and Wand; Nay - None. Lead Abatement Program: The Commission discussed the Lead Abatement Program in reference to windows, doors and siding on properties in historic districts. They noted that in the Housing Inspector's typical plan of action, the first option is to cover with vinyl siding or replace with vinyl windows, or wrap exterior wood elements. The Commission discussed that they wanted Planning staff to meet with the Housing and Community Development staff to discuss the existing plans of action for properties located in historic districts in reference to the Lead Abatement Program. Motion by Mozena, seconded by Wand, to direct staff to hold a meeting with the Housing and Community Development Department and other appropriate City Minutes - Historic Preservation Commission August 14, 2002 Page 5 departments to discuss lead abatement and design guidelines in the Historic Preservation Districts. Motion was approved by the following vote: Aye - Gibbs, Mozena, Guinn and Wand; Nay - None. Histodc Preservation Revolvin,q Loan Fund: The Commission discussed ways to encourage property owners who receive Historic Preservation Revolving Loans to start work as soon as possible. The Commission discussed that there should be a reasonable effort to begin construction with six months of approval for the funding. Staff Member Wernimont indicated that currently loan payments do not begin until six months after the work is completed.. He indicated that the applicants need to fund the project themselves until completion. Then they will receive the funding from the Revolving Loan Fund upon inspection by the Housing Inspector of the approved work. Motion by Mozena, seconded by Wand, to direct staff to research expediting the Revolving Loan Fund process. Motion was approved by the following vote: Aye - Gibbs Mozena, Guinn and Wand; Nay - None. The Commission discussed fundraising in order to provide more funding for the Revolving Loan Fund. They discussed the possibility of using the interpretive signs created for various sites around the city of Dubuque as a fundraising opportunity. The Commission also discussed the creation of house signs, which state information on historic district location, house number and possibly some history about the property. The consensus was that Commissioners Mozena and Guinn would check into the feasibility of the house signs for a fundraising opportunity. Commissioner Gibbs discussed the possibility of approaching U.S. Bank about reprinting the book entitled, "The Heritage of Dubuque: An Architectural View" by Lawrence J. Sornmer. The consensus was that Commissioners Gibbs and Wand will look into the feasibility of having the book reprinted. ITEMS FROM STAFF: Staff Member Wernimont presented a photo of a mermaid sign that a business owner in the Old Main Historic Preservation District is proposing to erect. He noted that the mermaid is three dimensional in form and is constructed of polyresin (plastic). The Commission discussed that they liked the design; however, they would like to see a two-dimensional sign with the possibility of the mermaid being painted on a wood sign. They noted that they would like to see the lettering of the sign located above the mermaid hanging from a bracket, rather than below the mermaid.
