Minutes Long Range Pla 8 21 02DRAFT COPY MINUTES LONG RANGE PLANNING ADVISORY COMMISSION Wednesday, August 21, 2002 7:00 P.M. Auditorium, Carnegie Stout Library 36C W. 11th Street, Dubuque, Iowa PRESENT: Chairperson Dave Rusk; Commissioners Charles Winterwood, Floyd Schneider, Rick Stein, and Roy Buol; Staff Member Laura Carstens. ABSENT: Commissioners Mary Lynn Neumeister and Mike Portzen. CALL TO ORDER: The meeting was called to order at 7:00 p.m. CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by Winterwood, seconded by Stein, to approve the minutes of July 17, 2002 as submitted passed unanimously. ACTION ITEM: Dubuque County Proposed Land Use Development Plan and Map: Jim Gonyier, Urban/Regional Planner with East Central Intergovernmental Association (ECIA), explained that his organization is assisting Dubuque County with an update of the 1969 Comprehensive Plan with a grant from the Iowa Department of Economic Development. He reviewed the Proposed Land Use Development Map approved by the Board of Supervisors on July 15. Anna O'Shea, Dubuque County Zoning Administrator. reviewed the County's process and timeline. She explained that the County Zoning Commission will consider comments on September 17, and the Board of Supervisors will approve the Plan and Map on September 23. City of Dubuque Proposed Land Use Map: Carstens then reviewed the proposed Land Use Map for Dubuque as approved by the Commission on June 19. Carstens and Gonyier reviewed differences between the two maos in the fringe areas. Commissioners and staff discussed the two maps, current County zoning, and current land uses in the fringe areas. Commissioners and staff then discussed fringe area planning. Motion by Winterwood, seconded by Schneider, to make the following recommendations to the City Council regarding Dubuque County's Proposed Land Use Development Plan and Map: 1) Support for the Key Issues, Community Vision and Goals, and Planning Elements, Objectives and Policies of the Plan. Minutes - Long Range Planning Advisory Commission August 21,2002 Page 2 2) Recommend that Dubuque County incorporate the City of Dubuque's completed and adopted Proposed Land Use Map into the County Plans; including: a) Add a "Mixed Residential" land use designation consistent with the City's map; b) Add a commercial node at North Cascade Road and the planned Southwest Arterial, subject to development of this roadway; c) Change sing le-family residential to industrial west of Seippel Road adjacent to the Dubuque Industrial Center West; d) Change residential to industrial south of Middle Road adjacent to the Dubuque Industrial Center West; and e) Extend single-family residential to include Brittany Woods and Herod Lane subdivisions. 3) Recommend that Dubuque County consider the City's recommended Fringe Area Planning Agreement when completed; and 4) Recommend that Dubuque County rezone the surrounding residential areas to agricultural, and to waive the application fees for these rezoning requests. An amendment to the motion directed staff to make the following changes to the City's Proposed Land Use Map: 1) Change Tamarack Industrial Park expansion area to Light Industrial; 2) Change single-family residential to Heavy Industrial for the existing quarry along English Mill Road; 3) Change Light Industrial to Rural Density Residential along Humke Road; and 4) Add Brittany Woods and Herod Lane subdivisions as Rural Density Residential areas. Motion carded unanimously. LIAISON/SUBCOMMITTEE REPORTS: Joint City County Planning: Commissioners and staff discussed the expected timeframe to complete the joint 28E Agreement. Downtown Planning: Rusk reported that Leland Consulting Group has been selected as the project consultant. He added that a $25,000 grant application will be submitted to the State. He also noted that $17,000 has been raised privately. Rusk said the Vision Min~es- Long Range Planning Adviso~ Commission Augu~ 21,2002 Page 3 Downtown Series wilt be running on City Channel 8, and asked staff to send a copy to Leland Consulting Group. Enterprise Zone: Stein reported thers are no applications at this time. Stormwater Utility: Carstens reported that the Stormwater Utility Committee plans to hold focus group meetings this fall. Bee Branch Stornwvater: Winterwood reported that the Bee Branch Stomwvater Committee sent out an RFP, and is asking consultants, to develop a consensus of north end neighborhood residents. ITEMS FROM STAFF: Format for Comprehensive Plan: Carstens reviewed the proposed format for the Comprehensive Plan. Consensus was for staff to bid the plan two ways: 1) color photo and color bars, and 2) color photo only. Commissioners directed staff to prepare, bid and print the Plan without having to return to the Commission.
