Baum, Economic Development Director SUBJECT:Application for Economic Development Administration Grant for the acquisition and relocation of the Adams Company INTRODUCTION The attached resolution provides for the approval of an application for a $1.75 million grant from the Economic Development Administration (EDA) for the acquisition and relocation of the Adams Company, a manufacturing company currently located at 100 East Fourth Street in the Port of Dubuque. DISCUSSION During the past six months, we have been negotiating with the Adams Company on the potential acquisition of their facility in the Port of Dubuque, and seeking federal funds to assist in paying the costs of the move. On March 18, 2002 the City Council approved a preapplication to the Economic Development Administration for $2,000,000 to assist the City in acquiring and relocating the Company. EDA officials visited Dubuque on July 10, toured the America's River projects under construction in the Port of Dubuque, and were impressed with this project and the private investment being attracted to the Riverfront. Enclosed is a letter dated August 9, 2002 from the Regional Director of EDA, Anthony J. Preite, inviting the City to submit a full application to EDA for a grant in the amount of $1,750,000. The project description has changed from that proposed in the preapplication. Instead of acquiring the "spec" building owned by Greater Dubuque Development Corporation, the Adams Company is proposing to construct a new $2,500,000 facility on Lots 4 and 5 in the Dubuque Industrial Center West, 2nd Addition. If the EDA application is approved, the City will be negotiating and approving a formal development agreement with the Company. RECOMMENDATION In order to continue to move forward with this project, the City needs to obtain a substantial amount of federal assistance. EDA is offering a great opportunity to obtain $1,750,000 in grant funds. I recommend the City Council approve the Application for $1,750,000 to be submitted to the Economic Development Administration. ACTION STEP The requested action is for the City Council to adopt the attached resolution approving the Application, and authorizing the Mayor to sign the Application. Mayor City of Dubuque, Iowa Applicant orgamzation 9/3/02 Economic Development Administraiion ~ REDEVELOPMENT OF PORT OF DUBUQUE RELOCATION OF THE ADAMS COMPANY NARRATIVE 1. Project Area: A map of the City of Dubuque's "Port of Dubuque" is attached. This area is also known as the "Ice Harbor", "4m Street Peninsula" and "South Ice Harbor" areas. The existing location of The Adams Company is also identified. A second map is enclosed identifying the proposed new location of the Adams Company in the Dubuque Industrial Center West. 2. Historical context: The City of Duhnque, Iowa (2000 pop. 57,686), is the county seat of Dubuque County, located in NE Iowa, on the Mississippi River. The City was chartered 1841. The oldest City in the state, it was named for Julien Dubuque, who had settled nearby c.1788. Dubuque developed first as a mining town, then as a lumbering and milling center. The City developed into a trade, industrial, cultural, and rail center and a river port for an agricultural and dairying area. Industries through the years have made food (Dubuque Packing Company), beer (Star Brewery), metal products (A.Y. McDonald), chemicals, and machinery (John Deere). High tech industries such as Cigna, Cottingham & Butler, McKesson HBOC, Eagle Point Software, McGraw-Hill, Quebecor, and Cartegraph are experiencing growth in the community. The City is the home of the University of Dubuque, Clarke College, and Loras College. Redevelopment Area: PORT OF DUBUQUE: 4TM STREET PENINSULA AND SOUTH ICE HARBOR The City's riverfront area, called the 4~ Street Peninsula and South Ice Harbor Area (Port of Dubuque), has a long history as a home for manufacturing and industrial use dating back to the 1800's. The pattern of industrial use, while declining, continues to the present day on portions of the Port of Dubuque. The site also contains existing tourist attractions, including the Riverfront Museum, Diamond Jo Riverboat Casino, historic Shot Tower and associated surface parking. As a result of a major commitment of local funds and a series of grants from the State of Iowa, America's River, the redevelopment of the Port of Dubuque is underway, with financial commitments of ongoing and future projects over $180 million. The City is in the process of contracting for construction of an education and conference center. Private sector commitments have been secured for the construction of new hotel and indoor waterpark, the Mississippi River Discovery Center, (museum, aquarium and wetlands), and the National Rivers Hall of Fame. Additionally, the City has secured funding and is proceeding with the construction of infrastructure to support the redevelopment, and is in the process of constructing the "River Walk" along the Mississippi River. A copy of the America's River brochure is attached identifying these icons and elements of America's River. 3. Ultimate target or goal: The City's ultimate goal is to redevelop the entire Port of Dubuque according to the Master Plan approved by the City council on March 4, 200 I, with the committed national tourist attractions anchoring other entertainment developments. A copy ofthe Master Plan is attached. 4.The Problem and the Need for EDA Project Assistance. The City has been successful to date in acquh'ing and assembling properties for redevelopment. The City has purchased property to be used for the Education/Conference Center, the Hotel/Water Park, and the Riverwalk. The City has also purchased the old Star Brewery along the River, and one adjacent parcel. Discussions are ongoing with two logging companies in the area. Numerous private developers have toured the area, and many are extremely interested in purchasing City owned property, and redeveloping the property into the entertainment and tourism destination envisioned in the adopted Master Plan. The major challenge of the City in the redevelopment of the Port of Dubuque is the acquisition.and relocation of an existing company, The Adams Company. The Adams Company, located at 100 East Fourth Street employs approximately 60 people in the manufacturing of custom gears and shafts for a wide range of industries. Acquisition and relocation of the Company is necessary for the redevelopment of the area, yet the cost of the existing facility and the moving of the Company's precision production machinery is a very expensive project. The new site for the Adams Company was originally determined to be the Spec building, owned by the Greater Dubuque Development Corporation, the City's non-profit development corporation. However, the cost to retrofit the Spec building is so costly that the Adams Company has made a decision to construct a new facility at the Dubuque Industrial Center West. The concept being proposed is the City purchasing the Adams Company building and property, providing the company with a site of 10.484 and relocating the company to their new facility. The total estimated cost of the new facility is estimated to be $2.5 million. IfEDA assistance is provided, the City and Company will enter into a formal development agreement. 5. Project Impact. The relocation of The Adams Company will save 60 existing jobs. The Adams Company has another facility in Wisconsin, and relocation out of the area is a distinct possibility if the City cannot arrange for a local relocation. Phase One of the redevelopment of the Port of Dubuque will create 273 new jobs. These new jobs will include employment by the hotel and water park developer, Platinum Holdings (168),jobs created by the same company to operate the Education and Conference Center (62), and jobs created by the Dubuque Historical Society, the owner operator of the proposed Mississippi Discovery Center and Aquarium (43). These jobs, although not directly tied to the EDA grant assistance, will be made available to the unemployed, underemployed, dislocated or low-income workers. Additionally, one of the country's premier architectural and engineering firms, the Durrant Group, currently located in Dubuque, has conditionally committed to constructing a new corporate office building in the Port of Dubuque. The Durrant group employs 58 full time persons. The property purchased by the City will be made available for the redevelopment. Currently over $180,000,000 has been spent or committed to the redevelopment of the area from the above referenced developer, City, and Dubuque County Historical Society. After the other properties, including The Adams Company, are purchased and redeveloped, consultants retained by the City have predicted total private sector project value of over $150 million. 2 The City of Dubuque, and its partners have been entrepreneurial in spirit and action in the redevelopment of the Port of Dubuque. To date, the financial commitment from partners in the America's River project is in excess of $180 million. A summary of the commitments to date is outlined below. The investments being proposed in the Port of Dubuque are market based. As a part of the Master Planning process, the City contracted with the Leland Consulting Group of Denver, Colorado to research the ability of the Dubuque market to sustain the proposed development. Leland's pro- forma findings are that over 1 million square feet of mixed-use space is marketable, after redevelopment, in the Port of Dubuque. The redevelopment of the Port of Dubuque, and the investments proposed, look beyond the immediate horizon, and have impacts on the entire region. Diversifying the region's economy, and enhancing regional competitiveness will be accomplished through the redevelopment of the Port of Dubuque. The America's River Aquarium and Museum, the America's River Education and Conference Center, combined with a destination hotel along the Mississippi River, bordered by the Riverwalk/Amphitheater and Heritage Trail will create major benefits for the Tri-state area of NE Iowa, SW Wisconsin, and NW Illinois. According to market studies completed by the City, over 500,000 new tourists from all over the world will visit the Port of Dubuque after redevelopment. EDA funding is necessary and appropriate. Without EDA investment in the area, the City will he unable to relocate The Adams Company, and fully implement the redevelopment of the Port of Dubuque. The Adams Company may not remain in the City of Dubuque, and the existing jobs could be lost to other labor market areas. Based upon the history of the America'~ River project, the redevelopment of the area to date, and the interest being expressed by developers in investing in the area, the City is confident of success, but EDA landing is necessary to help partner the success. The City is confident the EDA assistance will be maximized and viewed as a great return on investment by the taxpayers. As indicated in previous parts of the narrative, over $180 million has been committed to the redevelopment of the Port of Dubuque to date. The grant funds, which represent 50 percent of the project's total estimated cost of $3.5 million, will be used for the acquisition of property for demolition and reuse in the redevelopment of the Poi1 of Dubuque. Your application will be processed under the criteria set forth in the Economic Development Admin/stration Reform Act of 1998. A completed original Apphcation (including all appl/cable exhibits) and three copies should be submitted to the Economic Development Representative (EDR) for Iowa, Mr. Bob Cecil, no later than September 15, 2002. Failure to meet the submission deadline will jeopardize the timely consideration of the application. As set forth in 13 CFR 301.3, your attention is directed to EDA's requirement for a Comprehensive Economic Development Strategy (CEDS) for the area to be covered by the proposed implementation project. After initial reviesv, your application will be forwarded to the Denver Regional Office, but it will not be processed unless it is complete and includes all required exhibits. You will be notified if any deficiencies are identified. The Denver Regional Office has limited annual authority to invite grant applications.
