SUBJECT:Ice Harbor West Road & Trail
Public Works Director Mike Koch is requesting that the Receipt of Bids date for
the Ice Harbor West Road & Trail be extended from September 5, 2002, to
September 10, 2002. This will allow the contractors additional time to recompute
their bids based upon a recent addendum detailing several changes in the
construction methodology for the project.
I concur with the recommendation and respectfully request Mayor and City

INTRODUCTION
The enclosed resolution establishes a new date for the receipt of bids for the Ice
Harbor West Road & Trail Project.
DISCUSSION
Preliminary plan approval and authorization to publish for bids for this project
were given by the City Council on August 5, 2002. The receipt of bids was
authorized by City Council to be September 5, with the Public Hearing and Award
of Contract on September 16, 2002.
On August 28, 2002, a pre-bid meeting was held with several contractors on the
project, at which time the City was advised that the contractors saw more
complexity in the construction of this project in their review of the preliminary
plans. After a discussion of the contractors' comments between the City staff
and the engineering firm of IIW Engineers & Surveyors, PC, an addendum was
issued to modify the method of construction. The changes would allow the
project to be more easily constructed and will also allow the City better access
alongside the project for the use of emergency vehicles to the area south of the
Ice Harbor.
These construction changes will most likely result in a higher construction cost
for the project; however, because each contractor will be approaching the
construction of the project in a different manner, an estimate is not available as to
the extent of this additional cost.
RECOMMENDATION
There is sufficient time within the framework of this bidding process to move this
receipt of bids date from September 5, 2002, to September 10, 2002. This would
allow five additional days for the contractors to work on their bids based upon the
addendum outlining to the construction changes, which is being issued on
August 30, 2002. The preliminary award date of September 16, 2002, will remain
as scheduled.
I recommend that the receipt of bids be amended to September 10, 2002.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached Resolution moving the
receipt of bids date to September 10, 2002 through adoption.

RESOLUTION NO. 444-02
ORDERING BIDS
Whereas, the City Council adopted Resolution No. 415-02 ordering bids to
be received on September 5, 2002, for the Ice Harbor West Road & Trail.
Whereas, the City Council now wishes to receive bids on September 10,
2002.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That Resolution 415-02 is hereby rescinded and a new
Resolution Ordering Bids is proposed in lieu thereof.
Section 2. That the receipt of bids for the Ice Harbor West Road & Trail
is hereby ordered to be amended to September 10, 2002.
