The Airport Commission shall promulgate
and put in force such rules and regoJations as
shall be deemed necessary and appropriate for
the order, operation, management, control end
supe~visiou of the regional airport. A copy of
such rules and regulations shall be filed with
the Airport Manager together with any amend-
mente thereto; also, copies thereof shah be
posted in two (2) conspicuous places in the

Sec. 4.42, Powers-Control Of Funds:
All funds derived from taxation or otherwise
for airport purposes shall be under the control
of the Airport Commission of the City for the
purposes of management, operation and control
of the regional airport and shall be deposiLed
with the City Treasurer to the credit of the
Airport Commission and shall be disbursed only
on the written warrant or order of the Airport:
Commission incladlng the payment of all in-
debtedness arising from the acquisition and
construction of airports and the maintenance,

There is hereby created an Environmental
Stewardship Ad~Ssary Commission, which shall
consist of seven (7) members, who shall all be
residents of the City, and shall include a mem-
ber representing those who will inherit the
environment (a person between the ages of 16
and 20 at time of appointment), and six (6)'
members who shall include representation from
diverse sograen~s of the City's population. It is
desirable to select some members who may have
helpful backgrounds with environmen-
tal/biological science, health care, busi-
nes&'industry, and environmental/civic groups.

(a) The Commission shall consist of seven (7)
members appointed by the City Council. In its
appointmaents, the Council shall endeavor to
achieve n broad representation of the
subce~-~-unities and public interests which can
take advantage of dedicated channels to benefit
the residents of Dubuque. The Coancil shall
appoint only residents of the City and shall give
preference to applicants who are actively inter-
ested in promoting com~-unity cable program-
ming who .possess, or are willing to acquire,
video production background, and who will
relate to the spectrum of informational and
cultural needs of cable viewers of Dubuque.
The Cable Franchise Administrator and any-
one who is an owner, shareholder· employee 'or
agent of the franchise holder shall be ineligible
to serve as a member of the Commission. The
membership may include a m~ximam of two (2)
government officers and employees.
Members of the Commission who represent
subcommunities utilizing dedicated channels
shall not be deemed to have a conffict of inter-
est in the use of the equipment and facilities
provided for that purpose solely because of their
membership on the Commission.
(b) Tho term of each member shall be for
three (3l years, with three (3} such terms expir-
ing each June. except those of the initial ap-
pointees only, throe (3) appointments shall have
one year terms and three (3) appointments shall
have two (2) year terms. If a vacancy occurs
before the expirntlon of a term. the appoint-
ment shall be for the unexpired portion of that
