Proclamation Alcohol & Drug AddPROCI AMATION
Whereas, on behalf of the citizens of Dubuque, I am pleased to join Helping Services
for Northeast Iowa, Mercy Medical Center - Turning Point Treatment Center,
and Substance Abuse Services Center in celebrating September 2002 as
National Alcohol and Drug Addiction Recovery Month in Dubuque; and
Whereas, substance use and abuse is a major public health problem that affects
millions of Americans of ail ages, races, and ethnic backgrounds and which
has a huge medical, societal, and economic cost; and
Whereas,
substance abuse is a treatable disease and treatment is as successful as
the treatment of other diseases such as diabetes, hypertension, and asthma
and thousands of health care providers have dedicated their lives to the
recovery process and to the education of the public about alcoholism, drug
dependence, and treatment issues; and
Whereas,
the U.S. Department of Health and Human Services, Substance Abuse and
Mental Health Services Administration's Center for Substance Abuse
Treatment; the Office of National Drug Control Policy; and the Dubuque
Area .Substance Abuse Task Force invite all residents of Dubuque to
~participate in National Alcohol and Drug Addiction Recovery Month.
NOW, THEREFORE, I, TERRANCE M. DUGGAN, DO HEREBY PROCLAIM THE MONTH
OF SEPTEMBER 2002 AS:
"NATIONAL ALCOHOL AND DRUG ADDICTION RECOVERY MONTH"
IN DUBUQUE AND ENCOURAGE ALL CITIZENS TO SUPPORT THIS YEAR'S THEME:
"JOIN THE VOICES OF RECOVERY: A CALL TO ACTION" BY SUPPORTING MEN,
WOMEN, AND YOUTH WHO ARE IN DRUG AND ALCOHOL TREATMENT AND
RECOVERY AND THEIR FAMILIES.
IN WITNESS THEREOF, I have hereunto
set my hand and caused the Gmat Seal of
the City of Dubuque, Iowa to be affixed
