4:30 p.m., in the snack bar, Bunker Hill Golf Course
PRESENT: Tom Blocklinger, Paul Hoffmann, Karen Lyness, Evelyn Nadeau and Mark Noble
ABSENT: Chuck Duggan and Gary Harjehausen
Staff present: Gil Spence, Pat Prevenas, Bob Fritsch and Eileen Trimble
MINUTES It was moved by Nadeau, seconded by Blocklinger, to approve the minutes of
APPROVED; the December 9, 2008, meeting. The motion passed unanimously.
VOTE
AWARD 3-YEAR Recreation Division Manager informed commissioners that two bids were
CONTRACT FOR received for the pool concession operation; Mr. Soccer and Choo Choo Charlie's
CONCESSION Concessions. Mr. Soccer offered a base fee of $6,500 or 20% of gross sales at
OPERATION AT Flora and a base fee of $3,500 or 20% of gross sales at Sutton, whichever
POOLS; VOTE: amount is greater annually. Choo Choo Charlie's offered a base fee of $6,550 or
20.55% of gross sales at Flora and a base fee of $3,350 or 20.55% of gross
sales at Sutton, whichever amount is greater annually. The last four seasons,
the gross sale percentage has surpassed the base fee. Since Choo Choo
Charlie's proposes a higher percentage, staff recommends that this bid be
accepted.
It was moved ~ Hoffmann, seconded ~ Noble, to approve awarding the 2009 -
2011 three-year pool concession contract to Choo Choo Charlie's Concessions.
The motion ap ssed unanimously.
PARK Park Division Manager Bob Fritsch informed commissioners:
DIVISION .Ice rinks are open, flooding three nights a week. • Crews are backed up on

snow removal since we have had so much snow. • Some of the trail areas like
behind Dubuque Greyhound Park have icy spots but other areas are a higher
priority. We have put down some rock salt on some of those areas now. •
Some picnic tables are getting repaired in between snow storms. • Mike has
started seeding in the greenhouse. • New park patrol officer Tyson Brown will
be starting at the law enforcement academy Monday for thirteen weeks, and will
start actual patrol work in April. He has three years experience as DNR
seasonal officer and a degree in environmental science and criminology.
RECREATION Recreation Division Manager Pat Prevenas informed commissioners:

REPORT: •Winter-spring brochures have been out since January 2nd; • Just For Kids
program has been changed to concentrate more on three year-olds and
shortened number of weeks for each session; • Program Supervisor Janna
Beau is very involved with Live Healthy Iowa Program and promoting wellness;
• fliers for Alumni basketball tournament, summer jobs and summer softball and

volleyball are out; • after school basketball starts in early February; • Bunker
Hill Golf Course has its own web page now - golfbunkerhill.com; in March we will
add Internet tee time reservations; approximately $3,500 in revenue was
generated from private party rentals in the snack bar since the course closed for
the season; 23 golf passes were sold in December at the discounted rate, which
is normal number.
OTHER . Budget hearing with City Council is scheduled for February 17th.
BUSINESS:
• Leisure Services Manager Gil Spence informed commissioners about health
situation of former Department Manager Terry Trueblood, for those that
worked with him. Mr. Trueblood had surgery for pancreatic cancer and is
starting his sixth week in the hospital in Rochester. Commissioners asked
Mr. Spence to tell Terry hello for them.
• Seasonal playground supervisor Gary Reid has worked for our department
each summer for the last forty-five years and he will be retiring June 30,
2009. He is also retiring from teaching with the Dubuque Community School
District effective June 30th.
