SUBJECT:Sale of Property Along Tiffany Ridge
Wayne Briggs donated two parcels of land to the City, this one north of Tiffany Court
and south of the Northwest Arterial, and one north of the Northwest Arterial and
adjoining Marshall Park. The donation was accepted to acquire the parcel adjoining the
park. The intent was to sell this other parcel to the adjoining property owners on Tiffany
Ridge. As there is no access to the property, its only value is to the adjoining property
owners.
Leisure Services Manager Gil Spence recommends adoption of a resolution of intent to
dispose of City interest in Lots 1,2, 3, 4, 5, 6, 7 and 8 of Block 4 of Tiffany Ridge to the
adjoining property owners, that the purchase price be established at $1.00, plus survey
and filing fees, and that a public hearing be set for October 7, 2002.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request that the City Council adopt the attached
resolution of intent to dispose of City interest in Lots 1, 2, 3, 4, 5, 6, 7, and 8 of Block 4
of Tiffany Ridge and set a public hearing for October 7, 2002, on the sale of the
property.
BACKGROUND
Wayne Briggs donated two parcels of land to the City, this one north of Tiffany Court
and south of the Northwest Arterial, and one north of the Northwest Arterial and
adjoining Marshall Park. The donation was accepted to acquire the parcel adjoining the
park and the intent was to sell this parcel to the adjoining property owners on Tiffany
Ridge.
DISCUSSION
A drawing of this property is attached. There is no access to the property, so its only
value is to the adjoining property owners. All property owners have agreed to purchase
this property for $1.00, plus survey and filing fees.
ACTION STEP
The action requested is that the City Council adopt the attached resolution of intent to
dispose of City interest in Lots 1, 2, 3, 4, 5, 6, 7, and 8 of Block 4 of Tiffany Ridge.

RESOLUTION OF INTENT TO DISPOSE OF CITY INTEREST IN LOT 1, LOT
2, LOT 3, LOT 4, LOT 5, LOT 6, LOT 7, AND LOT 8 OF BLOCK 4 OF TIFFANY
RIDGE, DUBUQUE, IOWA
Whereas, Merlin Langkamp, Jeffrey and Jayne Duve, George Coe, Mary Geisler,
Keith Jeschke, Ray Herzog, Darrell Deutmeyer, and Jeffrey and Jayne Duve have
requested the vacating and purchase of City property; and
Whereas, IIW Engineers & Surveyors, PC has prepared and submitted to the
City Council a plat showing the unused land and assigned lot numbers thereto, which
hereinafter shall be known and described as Lot 1, Lot 2, Lot 3, Lot 4, Lot 5, Lot 6, Lot
7, and Lot 8 of Block 4 of Tiffany Ridge, in the City of Dubuque, Iowa; and
Whereas, the City Council of the City of Dubuque, Iowa has determined that
these parcels are no longer required for public use, and vacating and sale of said lands
known as Lot 1, Lot 2, Lot 3, Lot 4, Lot 5, Lot 6, Lot 7, and Lot 8 of Block 4 of Tiffany
Ridge in the City of Dubuque, Dubuque County, Iowa should be approved.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City of Dubuque intends to dispose of its interest in Lot 1,
Lot 2, Lot 3, Lot 4, Lot 5, Lot 6, Lot 7, and Lot 8 of Block 4 of Tiffany Ridge in the City of
Dubuque, Iowa.
Section 2. That the conveyance of Lot 1 of Block 4 of Tiffany Ridge in the City
of Dubuque, Iowa, to Merlin Langkamp be contingent upon the payment of $1.00, plus
platting, publication and filing fees.
Section 3. That the conveyance of Lot 2 of Block 4 of Tiffany Ridge in the City
of Dubuque, Iowa, to Jeffrey and Jayne Duve be contingent upon the payment of $1.00,
plus platting, publication and filing fees.
Section 4. That the conveyance of Lot 3 of Block 4 of Tiffany Ridge in the City
of Dubuque, Iowa, to George Coe be contingent upon the payment of $1.00, plus
platting, publication and filing fees.

Section 10. That the City Clerk be and is hereby authorized and directed to
cause a notice of intent to dispose of said real estate to be published in the manner as
prescribed by law.
