Minutes Park & Rec 8 13 02PRESENT: MINUTES APPROVED; VOTE UPDATE ON DESIGN OF REST ROOM AT FLORA PARK: APPROVE REVISION TO BUNKER HILL RENTAL AGREEMENT; VOTE: PARK DIVISION REPORT: RECREATION DIVISION REPORT: PARK AND RECREATION COMMISSION MEETING Tuesday, August 13, 2002 4:30 p.m., in the Snack Bar, Bunker Hill Golf Course Tom Blocklinger, Klm Daykin, Chuck Duggan, Gary Harjehausen, Paul Hoffmann, Karen Lyness, and Tom Schrobilgen Staff present: Gil Spence, Pat Prevenas and Eileen Trimble It was moved by Harjehausen, seconded by BIocklinger, to approve the minutes of the July 9, 2002, meeting. The motion passed unanimously. Leisure Services Manager Gil Spence showed a set of plans for the new rest room building at Flora Park that will replace the old wooden rest room by the horseshoe courts. The building will have split face block and blue steel roof. It will have a men's, women's and family rest room. We hope to award the contract in September so contractor could start work this fall, with building ready for summer 2003. Cost estimate is $96,000. Mr. Spence reminded commissioners that under the current agreement, the department got the caterer and determined the price to charge. Staff would like to change the agreement so that renter gets their own caterer and the city receives 10% of total bill. The golf course would still offer to provide food through the regular snack bar items, but if renter wanted more variety, etc., they would get their own caterer. Recreation Division Manager Pat Prevenas said he would send a letter to caterers before the off season and notify them that if they want to cater a party at Bunker Hill, they would pay the city 10% of total bill, so they could incorporate that into price they quoted renter. The motion passed unanimously. In the absence of Park Division Manager John Hail, Mr. Spence informed commissioners: · The City has offered Miller-Riverview Park shoreline for the Corps of Engineers to place dredge material, and then we will rip rap along the shoreline to claim back part of the shoreline lost from flooding. Recreation Division Manager Pat Prevenas updated commissioners: · "family golf' Sunday had only 7 tee times, but it was very hot; "family golf' tourney this past Sunday only had 13 teams - numbers were not big but it's a start. · good summer at the pools - Flora averaged 1,000 swimmers during June and July and Sutton averaged 600; Sutton closes for the season August 18th; staff will check into keeping Flora open the first week of school. continued August 13, 2002 meeting page two OTHER BUSINESS: ADJOURN; VOTE: · Clarke College is not available this winter for deep water exercise - they are evaluating whether to even keep it open for students, due to lack of school use; Hempstead and Loras are not available either. · disc golf tournament sponsored by Dubuque365.com at Veterans' Park this weekend has seventeen two-person teams registered. · smoke eaters have been installed in the snack bar - no comments from anyone yet about effectiveness. · golf rounds are down five percent from last year; beer and liquor sales, and golf cart rental are all up from last year. · Commissioner Schrobilgen asked about offering a couples two-ball on Saturday nights. Lacoma does one every other week and they are always full - maybe we could try offering it on alternate weekends?? · Commissioner Schrobilgen received a call from John Finn inviting him to attend an Irish Fest meeting at Murphy Park tomorrow night at 6:00 p.m. Schrobilgen is unable to attend, and invited any other commissioner to take his place. · Mr. Spence provided follow-up information regarding the petition from Valentine Park neighbors to lock the park gate every night. Spence has written the Police Chief asking for more police coverage, and a full time park ranger is staying at the park until 1:00 a.m. - we have not encountered any problems yet. Spence said he would like to try and solve the problem with more enforcement, as opposed to locking the gate each night, because it would be a problem getting the gate unlocked every morning. · Commissioner Daykin asked about the article in the paper regarding problems at Jackson Park. Mr. Spence said it is an enforcement issue. · Commissioners Duggan and Schrobilgen expressed concerns about the condition of the greens, tee boxes and fairways on the golf course, and about the quality of certain maintenance procedures. Mr. Spence said he would talk to maintenance personnel. It was moved by Hoffmann, seconded by Schrobilgen, that the meeting be adjourned at 5:10 p.m. The motion passed unanimously. Chairperson Attest
