Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request. The
application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, stating that lots 1 thru 8 are non-buildable due to
lack of access.
Staff reviewed the plat, noting the lots met minimum requirements but were not allowed
access from the Northwest Arterial, making them non-buildable.
There were no public comments.
The Zoning Advisory Commission discussed the request, stating that the plat should indicate
that the lots are non-buildable due to lack of access.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request, with the condition that Lots 1-8 be designated as non-buildable.
A simple majority vote is needed for the City Council to approve the request.

RESOLUTION APPROVING THE FINAL PLAT LOTS 1 THRU 8, BLOCK 4 OF
TIFFANY RIDGE IN THE CITY OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk a Final Plat of Lots 1 thru 8,
Block 4 of Tiffany Ridge in the City of Dubuque; and
Whereas, said Final Plat has been examined by the Zoning Advisory
Commission and had its approval endorsed thereon, with the condition that Lots 1 thru
8 are designated as non-buildable; and
Whereas, said Final Plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the Final Plat of Lots 1 thru 8, Block 4 of Tiffany Ridge is
hereby approved, and the Mayor and City Clerk are hereby authorized and directed to
endorse the approval of the City of Dubuque, Iowa upon said final plat.

Subject:Final Plat Lots 1 thru 8, Block 4 of Tiffany Ridge
INTRODUCTION
The submitted final plat of Lots 1 thru 8, Block 4 of Tiffany Ridge is a minor final plat
subdividing existing City property located adjacent to the newest phase of the Northwest
Arterial and abutting existing single-family home lots along Tiffany Court.
The submitted final plat subdivides an existing parcel eight parcels that will be sold to
abutting property owners along Tiffany Court. The eight parcels created meet the City's
minimum size and frontage requirements for new lots. All the lots front on the
Northwest Arterial. No access is allowed to the Northwest Arterial. Access to the lots
will be through the existing lots fronting on Tiffany Court.
RECOMMENDATION
Planning staff recommends that the Zoning Advisory Commission approve the
submitted final plat of Lots 1 thru 8, Block 4 of Tiffany Ridge as it is in substantial
compliance with City of Dubuque Subdivision Regulations.
