Public Works Director Mike Koch recommends award of the contract to the Iow bidder, Perry Construction, in the amount of $24,985.34, which is 17.3% under the engineer's estimate. I concur with the recommendation and respectfully request Mayor and City Council approval. Koch, Public Works Director SUBJECT: 2000 Sidewalk Installation Program INTRODUCTION The enclosed resolution provides for the award of the 2000 Sidewalk Installation Program. DISCUSSION The 2000 Sidewalk Installation Program consists of the installation of public sidewalks on the west side of Cedar Cross Road, from Starlite Drive to Center Grove Drive and the property at the northeast comer of Embassy West Drive and Pennsylvania Avenue. On Cedar Cross Road there will be 215.5 lineal feet of 4' walk and 474 lineal feet of 5' wide which is adjacent to the bridge. The installation of the public sidewalks on the west side of Cedar Cross Road leading up to the bridge will require the relocation and replacement of 310 lineal feet of guardrail on both the north and south approaches of the bridge. Sealed bids were received on the project on September 26, 2002. Perry Construction of Dubuque submitted the Iow bid for the combined sidewalk installation and guardrail replacement. The sidewalk bid is in the amount of $16,305.34; and the guardrail replacement bid is $8,680.00. The total bid is $24,985.34, which is 17.3% under the engineer's estimate. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolution awarding the 2000 Sidewalk Installation Program to Perry Construction. Whereas, notice of headng on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. Schneider, CMC, City Clerk RESOLUTION NO. 546-02 RESOLUTION RESCINDING RESOLUTION 472-00 AND APPROVING IN LIEU THEREOF A NEW RESOLUTION WITH RESPECT TO THE ADOPTION OF THE 2000 SIDEWALK INSTALLATION PROGRAM Whereas, the City Council has proposed a Resolution of Necessity for the 2000 Sidewalk Installation Program has given notice of the public hearing thereon as required by law; and Whereas, the public headng has been held, all persons offering objections have been heard and consideration given to all objections and is pending before this Council; and Whereas, this is the time and place set as provided for the taking of action on the proposed Resolution of Necessity. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the proposed Resolution of Necessity described above is hereby: J Adopted, without amendment, and all objections filed or made having been duly considered are overruled. Adopted as amended by the Schedule of Assessments attached hereto as Exhibit A, and made a part hereof by reference. All objections filed or made having been duly considered are overruled. Duggan, Mayor RESOLUTION NO. 547-02 AWARDING CONTRACT Whereas, sealed proposals have been submitted by contractors for the 2000 Sidewalk Installation Program pursuant to Resolution No. 520-02and notice to bidders published in a newspaper published in the City of Dubuque, Iowa on the 20th day of September, 2002. Whereas, said sealed proposals were opened and read on the 26t~ day of September, 2002, and it has been determined that the bid of Perry Construction of Dubuque, Iowa in the amount of $24,985.34 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Perry Construction and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders.
