No Parking, 17th St. W CentralMEMORANDUM September 23, 2002 TO:The Honorable Mayor and City Council Members FROM:Michael C. Van Milligen, City Manager SUBJECT:No Parking Between 5 AM and 5 PM on 17th Street, West of Central Avenue Welu Printing has requested installation of a No Parking zone from 5 AM to 5 PM for the purpose of creating a loading zone for deliveries to Welu Printing. Since this is a new type of no parking restriction, this will require the adoption of a new section of the code of Ordinances creating a No Parking district between the hours of 5 AM and 5 PM. Public Works Director Mike Koch recommends creation of the new No Parking district between the hours of 5 AM and 5 PM, and that the south side of 17th Street be included within this zone. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. Koch, Public Works Director SUBJECT:No Parking Between 5 AM and 5 PM on 17th Street, West of Central Avenue INTRODUCTION The following is in response to a request from Welu Printing for the installation of a No Parking zone from 5 AM to 5 PM for the purpose of creating a loading zone for deliveries to Welu Printing. DISCUSSION Since this is a new type of no parking restriction, this will require the adoption of a new section of the Code of Ordinances creating a No Parking district between the hours of 5 AM and 5 PM. The enclosed ordinance prohibits parking between the hours of 5 AM and 5 PM, Monday through Saturday, except public holidays on 17th Street, south side, from a point 30 feet west of Central Avenue to the alley east of Iowa Street. This will leave one metered parking stall on the south side of 17m Street, near the corner at Central Avenue. RECOMMENDATION The attached ordinance creates the new No Parking district between the hours of 5 AM and 5 PM, and designates the south side of 17th Street as included within this zone. ACTION TO BE TAKEN To be effective, the City Council must adopt the attached ordinance creating the new parking distdct and designating 17th Street as no parking zone within this district. Economic Development Bill Schiickman, Engineering ORDINANCE NO. 82-02 AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF DUBUQUE, IOWA, BY ENACTING A NEW SUBSECTION (i) OF SECTION 32-262 THERETO PROVIDING FOR NO PARKING BETWEEN FIVE O'CLOCK (5:00) A.M. AND FIVE O'CLOCK (5:00) P.M., MONDAY THROUGH SATURDAY, EXCEPT PUBLIC HOLIDAYS AND DESIGNATING CERTAIN AREAS IN SUBSECTION (i) IN SECTION 32-262 NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the Code of Ordinances of the City of Dubuque, Iowa, be amended by creating a new Subsection (i) of Section 32-262 thereof as follows: "Sec. 32-262. Prohibited on designated streets or portions thereof. (i) No Parking Five O'Clock A.M. to Five O'Clock P.M. Monday Through Saturday Except Public Holidays: When signs are erected giving notice thereof, no person shall park a vehicle between the hours of five o'clock (5:00) A.M. and five o'clock (5:00) P.M., Monday through Saturday, except public holidays, upon the following streets or parts of streets as follows: Seventeenth Street, south side, from a point thirty (30) feet west of Central Avenue to the alley east of Iowa Street."
