The Commission meeting convened at 4:33 p.m. in the Manager's Office at Five Flags
Center. Chairperson Cynthia Fuller presided.
Rod Bakke moved to approve the June 17, 2002 Five Flags Commission Minutes,
seconded by Mark Neumann. Minutes ware approved.
Manager Wolfe reported that the painting of the arena is going wall, and is ahead of
schedule. The pdming is finished and painting started today. Painting will probably be
completed one month ahead of schedule, allowing maintenance staff to get in the arena
sooner to dean.
During the Manager's Report, Manager Wolfe reported that the month of July finished
strong and featured some new events and some not so new. Events included high
school graduations, three performances of the Dubuque Dance Studio production, and
Fly-By-Night's performance of Garage Sale.
June financial information was reviewed. Revenue for FY02 was approximately $20,000
less than last year. After some research and looking through the books, Manager Wolfe
identified a few reasons why there would be a reduced amount of revenue. There was a
loss of a couple of events, John Deere Banquet being one, which provided good income
in previous years. Also there ware a few less hockey games with a little bit lower rental
rate. Manager Wolfe said she is confident that in the next year we'll make up that
$20,000, if not more.
Manager Wolfe distributed copies of the Five Flags Center 2002-2003 Season
Schedule, which features a wide vadety of events. The schedule included events that
either Five Flags or the City of Dubuque are involved in as a co-promoter or sole
promoter. Also distributed was the outside contractor special events listing.
Cindy Fuller inquired about the progress of the theater roof replacement. Gil Spence
reported that it is still being designed by the architect and is getting close to being bid
out. Replacement will hopefully be done yet this fall. Cindy also asked about the roof of
the promenade and whether there was still any problem with it leaking. Gil said that he
is not aware of any continued problem with leaking.

Paula Wolfe reported that John Snider, Concessions Manager, is conducting a
concessions pricing survey among other arenas in the region. His report will be ready
for the August meeting.
Gil Spence gave an update on the status of hiring a new Events Coordinator. Deadline
to request the Civil Service Exam is Fdday, July 26 and the exams must be returned by
August 14. Over 100 requests were received. It is projected that a new events
coordinator will be on board by early October.
The feasibility study is dose to having a final report. It is hoped that in the next couple of
weeks the committee can get together to review the final report and dose that process.
Following the review, Jim Healey from KSF, will come to work with the commission on
the visioning part of the study.
Two items that needed to be discussed under new business were not included on the
agenda. The items were election of officers and building security. The items need to be
addressed pdor to the August commission meeting, therefore, a special meeting is
tentatively scheduled for Tuesday, July 30 at 4:30 p.m. Gall McMahon will contact all of
the commission members to verify their availability for the meeting and will send out
information prior to the meeting.
Rod Bakke moved to adjourn the meeting, seconded by Cindy Fuller. There being no
fur~er business, the meeting adjourned at 5:03 p.m.
