The top three gateways, as identified by the City Council, are Dodge and Locust, the gateway to the Port of Dubuque at 5th Street, and the gateway at 9th and 11th Streets adjacent to Highway 61/151. Planning Services Manager Laura Carstens recommends approval of a TEA-21 grant application and resolution for design, engineering and construction costs for landscaping three gateways to the downtown as identified in the Downtown Circulation Study. Van Milligen, City Manager From:Laura Carstens, Planning Services Manager Subject:TEA-21 Grant Application for Landscaping Gateways INTRODUCTION This memorandum presents for City Council consideration and approval, a TEA-21 grant application and resolution for design, engineering and construction costs for landscaping three gateways to the downtown as identified in the Downtown Circulation Study. DISCUSSION Part of the Downtown Circulation Study identified several gateways that could be landscaped to enhance the appearance of the city. Well-landscaped gateways will convey to visitors the pride Dubuque residents have in their community - a message that will have a lasting impression. The TEA-21 grant application would be for the top three gateways as identified by the City Council. The gateway at Dodge and Locust, the gateway to the Port of Dubuque at 5th Street, and gateway at 9th and 11th Streets adjacent to Highway 61/151. The TEA-21 funds are distributed by the Iowa Department of Transportation on a competitive basis through a Statewide Transportation Enhancement Program. The estimated cost for design, engineering and landscaping for these three gateways is $314,000. Of this, $170,100 is budgeted to come from TEA-21 funds with a local match of $143,900 to come from the General Fund. RECOMMENDATION I recommend that the City Council adopt the attached resolution approving the submittal of this project to the Iowa Department of Transportation for Statewide Transportation Enhancement Funds and the use of budgeted CIP funds as a source of the local match if the project is funded by the IDOT. Whereas, the Iowa Department of Transportation has announced the availability of Statewide Transportation Enhancement Funds; and Whereas, landscaping and scenic beautification are eligible activities for enhancement funding; and WhereaS, design, engineering and construction costs are eligible for enhancement funding; and Whereas, the City has a Downtown Circulation Study that identified important gateways to the community. NOW THEREFORE, BE IT RESOLVED BY THE CI'P( COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the Mayor is authorized to sign and submit this application to the Iowa Department of Transportation for Statewide Transportation Enhancement Funds for the Dubuque Gateways Project. Section 2. That the City Council authorizes the City Manager to utilize budgeted Capital Improvement Program funds to provide the match required by this program. Section 3. That in the event said application is approved, the City Council hereby provides its written assurance that the completed project will be adequately maintained for its intended public use for a minimum of twenty (20) years following the project. JUSTIFICATION Part of the Downtown Circulation Study identified several gateway areas that could be landscaped to enhance the appearance of the City. Well landscaped gateways will convey to visitors the pride Dubuque residents have in their community, a message that will have a lasting impression. The five gateways identified in the study, in priority order as established by the City Council are: 1) Eastern (at Dodge/Locust and Highway 61/151); 2) Waterfront (on 5th Street from Highway 61/151 to downtown); 3) 11th Street (from Highway 61/151 to downtown); 4) Northern (at Bluff/Locust and 15th Street; and 5) Western (at 8th/gth Streets and Hill/University intersection.) During Fiscal Year 1999 the final design and bid document will be completed to allow for construction to begin immediately in Fiscal Year 2000. This design and construction will include the top three priority areas as established by the City Council, RELATIONSHIP TO OTHER PROJECTS This project implements the Comprehensive Plan's Land Use and Urban Design Element: Goal 5.1; Transportation Element: Goal 2.5; and Recreation Element: Goals 1,1 and 7.2.
