SUBJECT:TEA-21 Grant Application for Iowa 32 (Northwest Arterial) Bike/Hike Path
Planning Services Manager Laura Carstens recommends approval of a TEA-21 grant
application and resolution for design, engineering and construction costs for the Iowa 32
(Northwest Arterial) Bike/Hike Path. The project provides an important north/south link
for the west side of town as part of the community-wide bike/pedestrian network. It also
completes a loop back to the planned extension of Heritage Trail into the city.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum presents for City Council consideration and approval, a TEA-21
grant application and resolution for design, engineering and construction costs for the
Iowa 32 (Northwest Arterial) Bike/Hike Path. The project provides an important
north/south link for the west side of town as part of the community-wide bike/pedestrian
network. It also completes a loop back to the planned extension of Heritage Trail into
the city.
DISCUSSION
This project provides for construction of approximately 4.7 miles of bike/hike trails along
Iowa 32 (Northwest Arterial). The project includes 3.0 miles of trail along the west side
of the existing Northwest Arterial from Dodge Street (U.S. 20) to John F. Kennedy
Road. It also involves another 1.7 miles of trail along the southerly side of the Northwest
Arterial Extension from John F. Kennedy Road to Dubuque County's planned extension
of Heritage Trail at the intersection of U.S. 52 and Iowa 386.
The path would be 10 feet wide. Grading for the trail was included in the expansion of
the existing Northwest Artedal from Dodge Street to John F. Kennedy Road from two
lanes to four lanes. Grading for the trail also was included during construction of the
Northwest Artedal Extension from John F. Kennedy Road to U.S. 52. If funds allow, the
trail would have two rest areas located in the Dubuque Industrial Center and at Asbury
Plaza. These rest areas would have signage, landscaping, benches and trash
receptacles. The path also would have access to the Dubuque Arboretum.
The estimated cost of the project is $441,333, which includes design, engineering and
construction costs. The application requests $308,933 in TEA-21 enhancement funds.
The remaining $132,400 of local match would be provided by the distribution of DRA
funds as budgeted.

RECOMMENDATION
I recommend that the City Council adopt the attached resolution and approve the
submittal of this project to IDOT for Statewide Transportation Enhancement funds and
the use of budgeted CIP funds as the source of the local match if the project is funded
by IDOT.

RESOLUTION APROV1NG THE SUBMITTAL OF AN APPLICIATION FOR FEDERAL
RECREATIONAL TRAIL FUNDING TO THE IOWA DEPARTMENT OF
TRANSPORTATION FOR THE DUBUQUE HERITAGE TRAIL EXTENSION: IOWA 32
(NORTHWEST ARTERIAL) BIKE/HIKE TRAIL PROJECT.
Whereas, the Iowa Department of Transportation has announced the availability of
Federal Recreational Trail Funds; and
Whereas, pedestrian and bicycle facilities are eligible activities for this funding; and
Whereas, design, engineering and construction costs are eligible for this funding; and
VVhereas, the City has adopted a Comprehensive Plan that identified a community-
wide bike/pedestrian network that includes extension of the Heritage Trail along Iowa 32
(Northwest Arterial).
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the Mayor is authorized to sign and submit this application to the
Iowa Department of Transportation for Federal Recreational Trail Funds for the Dubuque
Heritage Trail Extension: Iowa 32 (Northwest Arterial) Bike/Hike Trail.
Section 2. That the City Council authorizes the City Manager to utilize budgeted
Capital Improvement Program funds to provide the match required by this program.
Section 3. That in the event said application is approved, the City Council hereby
provides its written assurance that the completed project will be adequately maintained for its
intended public use for a minimum of twenty (20) years following the project.
Section 4. That the City of Dubuque agrees to abide by all local, state and federal
requirements applicable to the proposed project.

state, county, or city official, elective or appointive. Any award of funding or any le~ng of a contract in violation
of the foregoing provisions shall invalidate the award of funding and authorize a complete recovery of any
funds previously disbursed.
