Planning Services Manager Subject:TEA-21 Grant Application for Iowa 32 (Northwest Arterial) Bike/Hike Path INTRODUCTION This memorandum presents for City Council consideration and approval, a TEA-21 grant application and resolution for design, engineering and construction costs for the Iowa 32 (Northwest Arterial) Bike/Hike Path. The project provides an important north/south link for the west side of town as part of the community-wide bike/pedestrian network. It also completes a loop back to the planned extension of Heritage Trail into the city. DISCUSSION This project provides for construction of approximately 4.7 miles of bike/hike trails along Iowa 32 (Northwest Arterial). The project includes 3.0 miles of trail along the west side of the existing Northwest Arterial from Dodge Street (U.S. 20) to John F. Kennedy Road. It also involves another 1.7 miles of trail along the southerly side of the Northwest Arterial Extension from John F. Kennedy Road to Dubuque County's planned extension of Heritage Trail at the intersection of U.S. 52 and Iowa 386. The path would be 10 feet wide. Grading for the trail was included in the expansion of the existing Northwest Artedal from Dodge Street to John F. Kennedy Road from two lanes to four lanes. Grading for the trail also was included during construction of the Northwest Artedal Extension from John F. Kennedy Road to U.S. 52. If funds allow, the trail would have two rest areas located in the Dubuque Industrial Center and at Asbury Plaza. These rest areas would have signage, landscaping, benches and trash receptacles. The path also would have access to the Dubuque Arboretum. The estimated cost of the project is $441,333, which includes design, engineering and construction costs. The application requests $308,933 in TEA-21 enhancement funds. The remaining $132,400 of local match would be provided by the distribution of DRA funds as budgeted.
