Sealed bids were received for the Floodwall Levee Slope Stabilization Project. Public
Works Director Don Vogt recommends award of the contract to the low bidder, Eastern
Iowa Excavating & Concrete, LLC, in the amount of $183,087.50, which is 40% below
the engineer's estimate of $116,618.50.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The attached resolution authorizes the award of the construction contract for the
Floodwall Levee Slope Stabilization Project (CIP #1002042).
BACKGROUND
In the fiscal year 2009 Capital Improvement Project budget, funds are allotted for the
repair of the foodwall levee support slope immediately south of the Peosta Channel. At
the City Council's January 20th meeting, it approved the initiation of the public bidding
process for the Floodwall Levee Slope Stabilization Project. It subsequently held a
public hearing for said project on February 2"d
DISCUSSION
Engineering plans and specifications for this project were prepared by IIW Engineering &
Surveyors, P.C. The repair of this section of levee would include the placement and grading of
impervious fill, placement of bedding stone, and armoring the area with rip-rap.
BID RESULTS
Sealed bids for the Floodwall Levee Slope Stabilization Project were opened at 2:00 p.m. on
February 3, 2009. Eight bids were received for this project. A complete tabulation of the bids
is attached.
RECOMMENDATION
I recommend that the City Council award the construction contract for the Floodwall Levee
Slope Stabilization Project. to the low bidder, Eastern Iowa Excavating & Concrete, LLC of
Cascade, Iowa, in the amount of $183,087.50. This bid is $116,618.50 or 40% below the
engineer's estimate of probable cost.

ACTION REQUIRED
The City Council is requested to approve the attached resolution awarding the Floodwall
Levee Slope Stabilization Project to Eastern Iowa Excavating & Concrete, LLC of
Cascade, Iowa, in the amount of $183,087.50.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE FLOODWALL

Whereas, sealed proposals have been submitted by contractors for the Floodwall
Levee Slope Stabilization Project (the Project) pursuant to Resolution Number 30-09
and Notice to Bidders published in the city of Dubuque, Iowa on the 23~d day of January
2009.
Whereas, said sealed proposals were opened and read on the 3~d day of
February, 2009 and it has been determined that Eastern Iowa Excavating & Concrete,
LLC of Cascade, Iowa with a bid in the amount of $183,087.50 is the lowest responsive,
responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the Public Improvement contract for the Project is hereby awarded to
Eastern Iowa Excavating & Concrete, LLC and the City Manager is hereby directed to
execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
