Subject: Parking Ramp Conceptual Design/Cost Estimate Request for
Proposal Contract Award
On January 20, 2009, a request for proposal was issued for the conceptual
design and estimated cost associated with the construction of additional parking
in the downtown area. Two sites were to be considered, the corner of 5t" and
Bluff and the corner of 9t" and Iowa. Information is to be provided for
construction of one ramp with a net gain of 900 spaces at 5t" and Bluff or the
alternative of constructing two ramps; one being at 5t" and Bluff with a net gain of
500 spaces and an additional ramp at 9t" and Iowa with a net gain of 500 on that
site also.
On Friday, December 30, 2009 at 9:00 A.M. the responses were due. Those
responding were Desman Associates partnering locally with Buesing &
Associates Inc. &Terracon Consultants; Carl Walker Parking partnering locally
with Terracon Consultants, LSA and Durrant; Neumann Monson partnering
locally with MSA; and Walker Parking partnering locally with IIW Engineers and
Straka Johnson Architects. Pricing from each firm as follows:
Desman Associates: $32,000 Walker Parking: $60,000
Neumann Monson: $32,295 Carl Walker: $30,200
Steve Brown, Engineering Project Manager and I reviewed all proposals on
Friday afternoon. Considering thoroughness of the responses, experience of the
firms, past projects and finally the cost, we concur that we are recommending the
project be awarded to Desman Associates. I have worked with Desman in the
past as they have performed the entire structural analysis of the Iowa and Locust
Street ramps 4 years ago and we were very pleased with their work and found
them very competent.
In closing, I am requesting your approval to contract with Desman Associates to
proceed with the project.

Considering the short turn around on the project, completion date of February 27,
2009, I believe it is important to let them know as soon as possible.
