Considering thoroughness of the responses, experience of the firms, past projects and finally the cost, we concur that we are recommending the project be awarded to Desman Associates. I have worked with Desman in the past as they have performed the entire structural analysis of the Iowa and Locust Street ramps 4 years ago and we were very pleased with their work and found them very competent. In closing, I am requesting your approval to contract with Desman Associates to proceed with the project.
