01. APPROVAL OF MINUTES
Doug Brotherton made a motion to approve the minutes of the 8/26/02 meeting.
The motion was seconded by Teri Goodman. AYES: All. NAYS: None.

1. American Eagle was down 6.14% for the month of August 2002 compared
to August 2001.
2. Northwest Aidink was down 9.02% for the month of August 2002 compared
to August 2001.
3. There were 122 charter passengers in August 2002.

4. Overall yearly Airport totals were down 14.55% for 2002 compared to 2001.
1. Aircraft operations (takeoffs and landings) were down 16.22% for August
2002 compared to August 2001.
Airport Financial Reports:
1. August Expenses should be at 16.67% of the annual budget, but actual
airport ~ expenses are at 21.30%.
2. August Revenues should be at 16.67% of the annual budget, but
actual airport ~ revenues ara at 18.83%.
D. D~tbuque AirService R~.port:
1. In 2002 the total 100LL gallons sold in August were down 12.95%
compared with year 2001.
2. In 2002 the total Jet-A gallons sold in August were up 27.99% compared
with year 2001.
3. Total Jet-A & 100LL gallons sold in August were up 19.2% compared with
year 2001.
4. Total airline gallons pumped into plane in August is up 26.95% compared
with August 2001.
The Commission asked about September figures for fuel sales and activity. September is
looking good for the airlines, and the University of Dubuque has three new aircraft and 40
more students in the program this year. Jim O'Neill mentioned he read airline passengers
are down 15.5%; Dubuque's is down 14.55%, which is better than the national average.

Andy Perry presented a lease for tenants who desire a panel on the airport
entrance sign for Commission approval. After some discussion regarding liability
and vendor control, Ted Goodmann made a motion to approve the lease adding
the structural and installation of each vendors panel be done by Weitz Sign
Company. Any vendor of the tenant's choice can do the panel itself. The airport
will have final review of all tenant sign designs. This motion was seconded by
Steve Accinelli. AYES: All. NAYS: None.
NEW BUSINESS:
The Commission reviewed in detail two versions of the Capital Improvement
Budget Andy presented. After much discussion regarding planning details and the
addition of one project, the Commission consensus was to move forward with the
submission of the ClP.
~2. REPORT ON MANAG~R~ TA~K F~RCES
The General Aviation Taskforce meeting is being set for October. The Marketing
Taskforce is targeting the new FLYDBQ campaign. The Air Service Task Force
met last week and is also working on the FLYDBQ campaign.
AIRPORT MANAgeR'S REPORT
· The Business P.M. was a great success and a very positive promotion kick-
off for the FLYDBQ campaign.
· The FLYDBQ campaign is underway and staff is closely monitoring every
step of the campaign to wisely utilize every dollar.
· The storm sewer extension by Parking Lot 3 and the north shop is finished
The entrance road area by the t-hangars has been paved.
· The University of Dubuque leases are still being held up by ADA issues but
under discussion, the airline leases are still with their legal depa~b'nents and
the airport has not heard from either carrier, The Commission said they
understood both carriers felt leases were not a priority issue compared to
their other current problems. The restaurant lease has been reviewed by

our legal department and returned to the potential tenant. That gentleman
is out of town for a week. The Commission said they would hold a special
meeting rather than wait until the next regular meeting.
The Airport has sent a letter to County Zoning agreeing with the changes
and advising them the airport may request a change of status in the future
to an Airport enterprise zone. This is not pressing issue currently, but gives
county zoning an idea of what the ^irport is considering.
Taxiway Charlie project 85-90% complete, and the taxiway was opened last
week.
The Commission had a discussion regarding the response from the FAA regarding
the new cellular tower that was built in Zwingle. Doug Brotherton and Steve Accinelli
discussed the changes to the VOR and GPS approaches with the new tower. The Airport
is working with Anna O'Shea at the county to implement new procedures so the airport
would review all proposed tower construction in the county, not just the immediate area.
The Commission was advised Bob had received a certificate of appreciation from the
secret service.
Steve Accinelli made a motion to adjourn. This was seconded by Doug
Brotherton. AYES: All. NAYS: None. Meeting adjourned at 5:45 p.m.
