Minutes Long Range Pl 9 18 02 MINUTES LONG RANGE PLANNING ADVISORY COMMISSION Wednesday, September 18, 2002 7:00 P.M. Auditorium, Carnegie Stout Library 360 W. 11th Street, Dubuque, Iowa PRESENT: Chairperson Dave Rusk; Commissioners Charles Winterwood, Floyd Schneider, Rick Stein, Roy Buol, Mary Lynn Neumeister, and Mike Portzen; Staff Members Laura Carstens and Beth Conlon. ABSENT: None. CALL TO ORDER: The meeting was called to order at 7:03 p.m. CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by Neumeister, seconded by Schneider, to approve the minutes of August 21,2002, as submitted. The motion was carded by the following vote: Aye- Rusk, Winterwood, Schneider, Stein, Buol, Neumeister and Portzen; Nay - None. ACTION ITEM: Update on Dubuque County Land Development Plan & Map: Carstens presented an update on the Dubuque County Land Development Plan and Map. She commented that on September 16, 2002, the City Council reviewed the Comprehensive Plan for Dubuque County, and approved the proposed land use map for the City. She added that the City Council also approved the Commission's recommendations for Dubuque County's proposed Land Use Development Plan and Map. She also commented that on September 17, 2002, the Dubuque County Zoning Commission approved three of the City's recommendations, but not the recommendation for rezoning fdnge areas from residential to agricultural. She noted that the recommendations of the City and of the County Zoning Commission will be considered by the Dubuque County Board of Supervisors on September 23~ at 7:00 p.m. in the Supervisors' Chambers at the County Court House. Carstens and Winterwood stated that they would attend the September 23, 2002 Board of Supervisors meeting. LIAISON/SUBCOMMITTEE REPORTS: Joint City/County Planning Committee: Carstens reported that progress is being made at the staff level. Downtown Planning Committee: Rusk reported that donations to fund the Downtown Master Plan stood at $17,000. He stated that the Downtown Planning Committee Minutes - Long Range Planning Advisory Commission September 18, 2002 Page 2 members would not be seeking other private donations at this time, pending award of a state grant for the project. Carstens commented that she and Conlon were looking into a funding possibility with the American Amhitectural Foundation's Accent on Amhitecture Grants Program. Conlon noted that the AAF offers matching grants of up to $3,000 for innovate public outreach programs. Rusk noted that the Committee will approach Dubuque Initiatives about a contribution toward the Downtown Master Plan. Rusk asked for an update on economic development tools for the next meeting. Enterprise Zone Commission: No report. Stormwater Utility Committee: Carstens reported that there would be six public meetings and three residential meetings regarding stormwater utility. She said that the consultants would conduct the meeting. Discussion on storm water utility fees followed. Bee Branch Stormwater Committee: Winterwood reported that the four consultants are being interviewed, and a selection will be made on September 23rd to recommend to the City Council ITEMS FROM COMMISSION: Winterwood discussed the historical lighting design standards for the Port of Dubuque. Rusk stated that he had been contacted about these standards by an environmental group, and had referred them to the Environmental Stewardship Commission.
