Introduction
:fhe purposes of this memorandum are to briefly outline the reason for and the scope of
the work session scheduled with the City Council on October 21st.
Discussion
In Mamh of 2001, the City Council authorized funding for the design and construction of
a new garage facility on City property abutting Kerper Court. This facility will replace the
Operations and Maintenance Department's garage complex at 925 Kerper Boulevard
and the Water Department's Water Distribution garage at 505 Adams Street. Over the
ensuing months, the firm of Maximus, whose retention had been approved by Council in
May of 1999 for the initial feasibility study, completed the planning study and the
facility's preliminary design. A subsequent request for architectural/engineering design
and construction inspection services was prepared by Maximus and City staff last
Winter. In April, the City Council approved the retention of the firm of Robert M. Kueny
Architect to design the new facility. Over the ensuing months, Kueny's design team, led
by Jon Wallenkamp, has worked closely with the City's project team of Finance Director
Ken TeKippe, Water Department Manager Bob Green, Street and Sewer Maintenance
Supervisor John Klostermann, Water Distribution Supervisor Mike Brekke, Engineering
Division Assistant II Todd Irwin, Vehicle Maintenance Supervisor Erv Hooks, Building
Services Manager Rich Russell and me. At this point in time, the design process has
progressed to the stage where input and direction from the City Council are solicited.
The work session on the 21st is envisioned to be relatively informal. Kueny's Jon
Wallenkamp and I will introduce respective team members present. It is our intent to
give a brief overview of the project. Numerous blueprints, artist renditions and a power
point video tour of the facility will be the focal points to foster discussion and direction.
Attached to this memorandum are three conceptual renderings of the facility, which
were prepared earlier this month by Kueny staff. Aisc attached are a project fact sheet,
a small-scale site plan and a small-scale building plan.
Based on the direction received from Council at the work session, the Kueny and City
project team will then proceed with the facility's final design.
