This is a claim in which the claimant states the City of Dubuque Water Department,
when installing a new water valve in the alley located between Main and Locust and 8th
and 9th Streets next to the Cottingham & Butler Building, accidentally cut and capped
that building's private drain line. This caused rain water to back up into this building's
basement.
This claim has been referred to Public Entity Risk Services of Iowa, the agent for the
Iowa Communities Assurance Pool.
