Dear Mayor Dugan:
As you may know, Lntemational Total Services, Inc. (the "Company") is being required to cease its pre-
board screening services for the airlines. This divestiture was made necessary by the federal government
takeover of pre-board screening services throughout the country.
As a result of the Company's divestiture of pre-board screening services, the Company will be permanently
closing its location at 11000 Airport Road, Box 13, Dubuque Municipal Airport, Dubuque, IA 52003, in the
near furore. The federal government is taking over pre-board screening services on an airport-by-airport
basis and is required by law to complete its takeover of operations by November 19, 2002. Based on our
experience, the federal government is only giving the Company minimal notice (in many instances seven or
fewer days) that it will take over the Company's responsibilities for an airport.
The Company is hereby giving you notice that the Company will be permanently closing its operations at
11000 Airport Road, Box 13, Dubuque Municipal Airport, Dubuque, IA 52003. Because the federal
government is giving the Company virtually no details as to the date it will take over the pre-board screening
services at this location, the Company cannot establish a date for the first separation as a result of its closing.
However, the Company anticipates that the first separation of employment may commence as early as
September 19, 2002 and fourteen days thereafter, and that it will be completed no later than November 19,
2002. The Company anticipates that ten (10) employees will be affected by the closure during this period.
All positions and jobs at this location will be eliminated. No bumping rights exist. None of the employees
are represented by a union.
