SUBJECT:Fourth Street Ramp Construction Project
Economic Development Director Bill Baum is recommending acceptance of the Fourth
Street Ramp Construction Project, as completed by Conlon Construction, in the final
contract amount of $5,789,960. The final contract cost was $394,092 over estimate due
to changes required for structural integrity, code compliance, circulation modification
and change orders requested by the City during the project. This project is funded by
the sale of a General Obligation Bond and Parking Depreciation Funds. Additional
funding from Parking Depreciation Funds was included in the Fiscal Year 2001 and
Fiscal Year 2002 budget amendments.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The attached resolutions provide for the acceptance of the construction contract issued
to Conlon Construction Company for the construction of the Fourth Street Parking
Ramp.
Discussion
In August 2000 a contract was awarded to Conlon Construction for the construction of
the Fourth Street Parking Ramp. The ramp has been completed with 420 parking
spaces, which includes both monthly contract parking and daily or transient parking. A
summary of the budget cost is as follows:
Estimate Final
Construction Costs $5,395,868.00 $5,789,960.00
The final contract cost was $394,092.00 over the estimate. Of this amount,
$237,725.00 was related to changes required for structural integrity, code compliance
and circulation modifications. The remaining amount, $156,367.00 includes change
orders requested by the City during the project. However, in accepting the project, the
City does reserve any claims related to this project.
This project is funded from by the sale of a General Obligation Bond.
Recommendation
I recommend that the City Council accept the project and the final contract price be
established at $5,789,960.00.

The requested action is for the City Council to adopt the attached resolutions accepting
the project and establishing final construction cost.

RESOLUTION NO. 562-02
ACCEPTING PROJECT
Whereas, the contract with Conlon Construction Company for the 4th Street
Parking Ramp Construction Project has been completed and the City Manager has
examined the work and filed his certificate stating that the same has been completed
according to the terms of the contracts, plans and specifications and recommends its
acceptance.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the recommendation of the City Manager be approved and
that said project be and the same is hereby accepted.
Section 2. Notwithstanding the acceptance of the project, the City reserves
any and all claims it may have against Conlon Construction Company with respect to
the construction project.
BE IT FURTHER RESOLVED that the City Treasurer be and he is hereby
directed to pay to the contractor from the General Obligation Bond issued for the
project.

RESOLUTION NO. 563-02
FINAL ESTIMATE
Whereas, the contract with Conlon Construction Company for the 4t~ Street
Parking Ramp Construction Project with Conlon Construction Company has been
completed and the City Manager has submitted his final estimate showing the cost
thereof including the cost of estimates, notices and inspection and all miscellaneous
costs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the cost of the said project is hereby determined to be
$5,789,960.00 and the said amount shall be paid from the General Obligation Bond
issued for the project.
Section 2. Notwithstanding the acceptance of the project, the City reserves
any and all claims it may have against Conlon Construction Company with respect to
the construction project.
