Sealed bids were received for the Northwest Arterial Watermain Extension Project.
Water Department Manager Bob Green recommends award of the contract to the Iow
bidder, Tschiggfrie Excavating, in the amount of $887,683.35, which is approximately
21% under the engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Northwest Artedal Watermain Extension Project
INTRODUCTION: The purpose of this memorandum is to recommend that the City
Council approve the attached resolutions adopting the plans and specifications and
awarding the contract for the watermain project along the Northwest Arterial and
Pennsylvania Avenue.
DISCUSSION: This project provides for approximately 17,140 feet of 16 inch
watermain and 1,400 feet of 12 inch ductile iron water pipe with accessories to be
installed along the Northwest Arterial and Pennsylvania Avenue. The project is a part
of a multi phase master plan in providing water to the far west area of the City for
residential and industrial growth.
Eleven bids were received from contractors for this project. The bids were as follows:

21% under the engineer's estimate and within our proposed budget.
ACTION REQUESTED: I recommend that the City Council approve the attached
resolutions adopting the plans and specifications and awarding the contract to
Tschiggfrie Excavating of Dubuque, Iowa in the amount of $887,683.35.

Whereas, on 16th day of September, 2002 plans, specifications, form of contract
and estimated cost were filed with the City Clerk of Dubuque, Iowa for the installation of
approximately 17,140 feet of 16 inch ductile iron watermain along the Northwest Arterial
and 1,400 feet of 12 inch ductile iron watermain along Pennsylvania Avenue.
Whereas, notice of hearing on the plans, specifications, form of contract and
estimated cost was published as required by law.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost of
said improvements for said project.

agreement to conduct construction services of this improvement in the amount of
$887,683.35 dollars; and
Whereas, funds have been legally appropriated for this expenditure.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the City Manager is authorized to execute the agreement for construction
services with Tschiggfrie Excavating of Dubuque, Iowa for the construction of
approximately 17,140 feet of 16 inch ductile iron water pipe and 1,470 feet of 12 inch
ductile iron water pipe with accessories along the Northwest Arterial and Pennsylvania
Avenue in the amount of $887,883.35.

The apparent Iow total bid wa~ submitted by Tschiggfrie Excavating Co., Inc. of Dubuque,
Iowa in the amount of $887,683.35. Attached is a bid tabulation for the project.
The Engineer's Estimate of cost for construction of the project was $1,118,070.00. The
iow bid submitted by Tschigg'frie Excavating, Co. Inc. was 21% below the Engineer's
Estimate of cost.
The apparent Iow bidder is experienced in this type of work and has worked on various
similar types of work for the City. Based on a review of the bid received it would be our
recommendation that the bid is fair and reasonable and responsive to the bidding
documents. ']'he proposals for the alternate work also appears fair and reasonable. We
would recommend that the City of Dubuque award contract to Tschiggfrie Construction
Co., Inc. in the amount of $878,483.35 based on its bid received on October 9, 2002.
This contract would include the base bid proposal and the proposals for Alternates 1 and
2.

for the Northwest Arterial Watermain Extension Project, and further recommends that a
public hearing be set for October 21, 2002.

specifications have been completed and received from Veenstra & Kimm, Inc. of West
Des Moines, iowa for the installation of approximately 17,140 feet of 16 inch ductile
iron water main along the Northwest Arterial and approximately 1,400 feet of 12 inch
ductile iron water main along Pennsylvania Avenue with accessories.
DISCUSSION: This project provides for the installation of approximately 18,540 feet of
ductile iron watermain along the Northwest Arterial starting at the Intersection of
Highway 20 and proceeding north, northeast to John F. Kennedy Road. This is part of
a multi-phase master plan in providing water for residential and industrial growth to the
far west area of the community.
The monies budgeted for the installation services for this watermain project are from
the FY '03 Budget and is in the Engineer's estimated cost of $1,118,070 dollars.

Whereas, the City Council of the City'of Dubuque, Iowa has given it's
preliminary approval on the proposed plans, specifications, and form of contract and
placed same on file in the office of the City Clerk for public inspection of the
construction of approximately 17,400 feet of 16" ductile iron water main along the
Northwest Arterial and approximately 1,400 feet of 12 inch watermain with accessories
along Pennsylvania Avenue.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That on the 21st day of October 2002 a public hearing will be held at 6:30 p.m. in
the Public Library Auditorium at which time interested persons may appear and be
heard for or against the proposed plans and specifications, form of contract and cost of
said improvement, and the City Clerk be and is hereby directed to cause a notice of
time and place of such hearing to be published in a newspaper having general
circulation in the City of Dubuque, Iowa, which notice shall be not less than four days
nor more than twenty days prior to the day fixed for this consideration. At the hearing,
any interested person may appear and file objections to the proposed plans,
specifications, contract, or estimated cost of the improvement.

Section 2. That the amount of the security to accompany each bid shall be in an
amount which shall conform to the provisions of the notice to bidders hereby approved
as part of the plans and specifications heretofore adopted.
Section 3. That the City Clerk is hereby directed to advertise for bids for the
construction of the improvement herein provided to be published in a newspaper
having general circulation in the City of Dubuque, Iowa, which notice shall not be less
than four days nor more than twenty days prior to the receipt of said bids at 2:00 p.m.
on the 9th day of October, 2002. Bids shall be opened and read by the City Clerk at
said time and will be submitted to the Council for final action at 6:30 p.m. on the 21~t
day of October, 2002.
