Van Milligen, City Manager FROM: Bob Green, Water Department Manager SUBJECT: Northwest Artedal Watermain Extension Project INTRODUCTION: The purpose of this memorandum is to recommend that the City Council approve the attached resolutions adopting the plans and specifications and awarding the contract for the watermain project along the Northwest Arterial and Pennsylvania Avenue. DISCUSSION: This project provides for approximately 17,140 feet of 16 inch watermain and 1,400 feet of 12 inch ductile iron water pipe with accessories to be installed along the Northwest Arterial and Pennsylvania Avenue. The project is a part of a multi phase master plan in providing water to the far west area of the City for residential and industrial growth. The Engineer's Estimate of cost for construction of the project was $1,118,070.00. The iow bid submitted by Tschigg'frie Excavating, Co. Inc. was 21% below the Engineer's Estimate of cost. The apparent Iow bidder is experienced in this type of work and has worked on various similar types of work for the City. Based on a review of the bid received it would be our recommendation that the bid is fair and reasonable and responsive to the bidding documents. ']'he proposals for the alternate work also appears fair and reasonable. We would recommend that the City of Dubuque award contract to Tschiggfrie Construction Co., Inc. in the amount of $878,483.35 based on its bid received on October 9, 2002. DISCUSSION: This project provides for the installation of approximately 18,540 feet of ductile iron watermain along the Northwest Arterial starting at the Intersection of Highway 20 and proceeding north, northeast to John F. Kennedy Road. This is part of a multi-phase master plan in providing water for residential and industrial growth to the far west area of the community. The monies budgeted for the installation services for this watermain project are from the FY '03 Budget and is in the Engineer's estimated cost of $1,118,070 dollars.
