Sealed bids were received for the Old U.S. Highway 20 Watermain Extension Phase tl
Project. Water Department Manager Bob Green recommends award of the contract to
the Iow bidder, Drew Cook & Sons, in the amount of $77,603.50, which is 25.02% under
the Engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Old U. S. Highway 20 Watermain Extension Phase II Project
INTRODUCTION: The purpose of this memorandum is to recommend that the City
Council approve the attached resolutions adopting the plans and specifications and
awarding the contract for the watermain project at the intersection of Old U. S. Highway 20
and Radford Road.
DISCUSSION: This project provides for approximately 1,700 feet of 12-inch ductile iron
water pipe with accessories to be installed on Old U. S. Highway 20 starting at Radford
Road. This project is part of an effort to supply water service to residence in this area and
to provide a second watermain feed line to the Industrial Park West and the County Care
Facility.
Eight bids were received from contractors for this project. The bids were as follows:

under the Engineer's estimate and within our proposed budgeted amount of $110,000.00.
ACTION REQUESTED: I recommend that the City Council approve the attached
resolutions adopting the plans and specifications and awarding the contract to
Drew Cook & Sons of Dubuque, Iowa in the amount of $77,603.50.

Whereas, on the 16th day of September, 2002 plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for the
installation of approximately 1,700 feet of 12-inch ductile iron water main with accessories
on Old U. S. Highway 20.
Whereas, notice of hearing on the plans, specifications, form of contract and
estimated cost was published as required by law.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are hereby
approved as the plans, specifications, form of contract and estimated cost for said
improvements for said project.

AWARDING CONTRACT TO DREW COOK & SONS FOR THE CONSTRUCTION
OF APPROXIMATELY 1,700 FEET OF 12" DUCTILE IRON WATERMAIN WITH
ACCESSORIES ALONG THE NORTH SIDE OF OLD U. S. HIGHWAY 20 STARTING AT
THE INTERSECTION OF RADFORD ROAD AND OLD HIGHWAY 20 CONTINUING TO
THE WEST.
Whereas, the Old Highway 20 Watermain Extension Phase II has been budgeted;
and
Whereas, Drew Cook & Sons of Dubuque, Iowa has submitted to the City an
agreement to conduct construction services of this improvement in the amount of
$77,603.50 dollars; and
Whereas, funds have been legally appropriated for this expenditure.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the City Manager is authorized to execute the agreement for construction
services with Drew Cook & Sons of Dubuque, Iowa for the construction of approximately
1,700 feet of 12 inch ductile iron watermain and accessories on Old Highway 20 in the
amount of $77,603.50.

In accordance with city instructions, bids for the Old Highway Road Water Main Extension
Plmse 2 - 2002 project were opened and read at 10:00 a.m. on Oetober 9, 2002. Eight (8)
bids were received for tttis project. A tabulation of the bids received is enclosed.
The low bid was submitted by Drew Cook & Sons Excavating Co., Inc., 10832 Timber
Ridge, Dubuque, Iowa 52001 in the mount of $77,603.50. Drew Cook & Sons b~as the
experience, Workforee and equipment to properly complete this project. Therefore, we
recommend award of the Old Highway Road Water Main Extension Phase 2 - 2002 project
to Drew Cook & Sons Excavating Co., Inc. in the amount of $77,603.50.
IIAV's estimate for the original water main project was $82,670.00. The City Engineering
D/vision requested the addition of conduits for future fiber optic cables. The conduits were
added m the project via an addendum. The estimate provided by the Engineering Division
was approximately $20,825.00. Thus the total project estimate was $103,495.00. The low
bid of $77,603.50 is $25,891.50 or 25.02% below the estimated cost.

SUBJECT:Old U.S. Highway 20 Water Main Extension Phase II Project
This project provides for the installation of watermain along the north side of Old U.S.
Highway 20 starting at the intersection of Radford Road and proceeding west on Old
Highway 20. This is Phase II of a multi-phase project to supply water to the residents in
this area and will eventually provide a second watermain feed line to the Dubuque
County Fairgrounds and the Westside Industrial Park.
Water Department Manager Bob Green recommends initiation of the bidding process
for the Old U.S. Highway 20 Water Main Extension Phase II Project, and further
recommends that a public hearing be set for October 21,2002.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

specifications have been completed and received from I.I.W. Engineers and Surveyors,
P.C., of Dubuque, Iowa for the installation of approximately 1,700 feet of 12 inch ductile
iron water main on Old U. S. Highway 20 West.
DISCUSSION: This project provides for the installation of approximately 1,700 feet of
12" ductile iron watermain along the north side of Old U. S. Highway 20 starting at the
intersection of Radford Road and proceeding west on Old Highway 20. This is Phase II
of a multi phase project to supply water to the residents in this area and will eventually
provide a second watermain feed line to the Dubuque County Fairgrounds and the
Westside Industrial Park.
The monies budgeted for the installation services for this watermain project are from
the FY '03 Budget and is in the Engineer's estimated amount of $82,670.dollars.

ORDERING BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the installation of approximately 1,700 feet of 12-inch
ductile iron water main with accessories on Old U. S. Highway 20 is hereby
ordered to be advertised for bids for construction.
Section 2. That the amount of the security to accompany each bid shall
be in amount which shall conform to the provisions of the notice to bidders
hereby approved as part of the plans and specifications heretofore adopted.
Section 3; That the City Clerk is hereby directed to advertise for bids for
the construction of the improvement herein provided to be published in a
newspaper having general circulation in the City of Dubuque, Iowa, which notice
shall not be less than four days nor more than twenty days prior to the receipt of
said bids at 10:00 a.m. on the 9th day of October, 2002. Bids shall be opened
and read by the City Clerk at said time and will be submitted to the Council for
final action at 6:30 p.m. on the 21st day of October, 2002.
