Van Milligen, City Manager SUBJECT:Ice Harbor Retention Basin Pump Improvement Project Sealed bids were received for the Ice Harbor Retention Basin Pump Improvement Project. Operations & Maintenance Manager Don Vogt recommends award of the contract to the Iow bidder, M-Z Construction, in the base bid amount of $174,550, which is 19.55% over the engineer's estimate. The additional monies needed to complete this project ($74,841) will be funded from the FY03 FIoodwalI-Post Flood Repair budget ($20,000) and the FY03 Wall Railing and Wall-Top Fencing budget ($54,841.00). Van Milligen, City Manager FROM:Don Vogt, Operations & Maintenance Manager SUBJECT:Ice Harbor Retention Basin Pump Improvement Project INTRODUCTION The enclosed resolutions provide for the final adoption of plans and specifications and the award of a construction contract for the Ice Harbor Retention Basin Pump Improvement Project. DISCUSSION The project is intended to improve the pumping capacities of the Ice Harbor Retention Basin. Specifically, this project provides for the replacement of the two existing 25HP, 3100 gallon per minute pumps with two 75HP, 8000 gallon per minute pumps. The plans and specifications for the project requested one base bid and one supplementary unit price for the daily operation of standby, portable, 8,000 gpm flood control pumps. A tabulation of the five sets of bids received accompanies this memorandum, as does a letter of bid award recommendation from our project engineering firm, IIW Engineers and Survey P.C. IIW has recommended contract award to the contractor submitting the lowest bid. RECOMMENDATION I recommend that the contract be awarded to M-Z Construction of Linden, Wisconsin for the base bid of $174,550.00, which is 19.55% over the engineer's estimate. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolutions providing for the final adoption of plans and specifications and the award of the construction contract. Whereas, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. Schneider City Clerk RESOLUTION NO. 583-02 AWARDING CONTRACT Whereas, sealed proposals have been submitted by contractors for the Ice Harbor Retention Basin Pump Improvement Project pursuant to Resolution No. -02 and notice of bidders published in a newspaper published in the City of Dubuque, Iowa on the 20th day of September 2002. Whereas, said sealed proposals were opened and reed on the 9th day of October, 2002 and it has been determined that the bid of M-Z Construction of Linden, Wisconsin in the amount of $174,550.00 was the lowest bid for providing all labor and materials and performing the work as provided for the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to M-Z Construction and the City Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders. Five (5) bids were received for this project. A tabulation of the bids received is enclosed. The low bid was submitted by M-Z Construction, 1717 County Road J, Linden, Wisconsin 53553 in the amount of $174,550.00. We have checked w/th engineering firms that are familiar with M-Z Constmction's work, and it appears that M-Z Construction has the experience, workforce and equipment to properly complete this project. Therefore, we recommend award of Ice Harbor Pump Replacement Project 2002 to M-Z Construction in the amount of $174,550.00. The engineer's estimate for this project was $146,000.00.
