A RESOLUTION RECOGNIZING THE IMPORTANCE OF ADEQUATE
SCHOOL FACILITIES BY SUPPORTING THE DUBUQUE COMMUNITY
SCHOOL DISTRICT BOARD OF EDUCATION IN ITS PROPOSAL TO
DUBUQUE COUNTY VOTERS TO AUTHORIZE A ONE-PERCENT (1%)
LOCAL OPTION SALES AND SERVICES TAX FOR SCHOOL
INFRASTRUCTURE PURPOSES.
WltEREAS, school facilities are a vital part of the structure of a growing community and an
essential part of a positive learning environment for today's students; and
WHEREAS, the Iowa Legislature has authorized a local option sales and services tax for school
infi'astroctm~ purposes; and
WHEREAS, the Board of Directors of the Dubuque Community School District, meeting in
public session on September 16, 2002, passed a motion requesting the Dubuque County Board of
Supervisors to cause an election on the issue; and
WItEREAS, the Dubuque County Board of Supervisors, meeting in public session on
September 23, 2002, passed a resolution setting December 10, 2002, as the date for a special
election for voters of Dubuque County, Iowa to vote on the question of the imposition of a
one-pereent (1%) local option sales and services tax for school infrastructure purposes for a
ten (10) year period of time;
NOW THEREFORE, BE IT RESOLVED BY Tl~E CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That all electors study the issues and cast an informed ballot on the local option sales
and services tax for school infrastructure purposes on December 10, 2002.
Section 2. That the City Council of the City of Dubuque, Iowa, supports the imposition of a
one-percent (1%) local option sales and services tax for school infrastructure purposes as defined
by Chapter 422E.1, Code of Iowa~
