•Multi-department ‘response plan’ to neighborhood issues presented
to Council
•“No-show” ordinance approved, charging owners for failure to
appear at scheduled housing inspections
•Section 8 Program rated as “High Performer” by HUD for sixth time
•Housing Commission approved ‘streamlined’ appeals process,
reducing number of appeals and delays in terminating families found
in violation of Section 8 program regulations
•$235 000 Housing Trust Fund award received from Iowa Finance

Additional Initiatives
•Standards for increased energy efficiency in rental housing will be
researched
•Use of “energy-efficient mortgages” will be researched as a means
of promoting homeownership for low-mod income households
•Tenant screening service will be offered to landlords –reimbursed
with City funds –for checks of criminal, credit and leasing histories
of prospective tenants
•Department offices at the Federal Building will be reorganized
•An ordinance providing for increased enforcement on properties
found to be in chronic violation of Housing Code requirements will
be researched
•Continue efforts to establish Dubuque as a “Participating
Jurisdiction” for HOME Program funding
Additional Initiatives
•Section 8 Program will incorporate new electronic data sharing
technology now in development at HUD, to assist in reducing
incidence of fraud
•Expanded classes to Section 8 Program participants, in the “Getting
Ahead in a Just Getting’ by World” curriculum. 15-week training to
be offered to 36 participants each year; a Project HOPE initiative.
•Complete White Street condominiums construction and market to
downtown ‘young professionals’
•Complete acquisition and rehabilitation of Washington Street row
houses ‘townhouse’ project and market to owner-occupants
•Complete construction at Kephart Building and open expanded

Additional Initiatives
•Deconstruction of 40-60 Bee Branch homes, including partnership
with HEART, Dubuque Community Foundation, Youthbuild Project
and a “Re-Store” resale outlet for salvaged materials
•The HUD-required Analysis of impediments to Fair Housing study
will be rewritten
