February 23, 2009 City Council City Hall 50 W. 13m Street Dubuque IA 52001 Dear Members of the City Council: I am submitting a claim for damages to my rental property located at 2340 Hempstead Street. On January 26, 2009, there was awater-main break on Lowell Street. This water-main break caused the main sewer-line in front of Hempstead Street to backup through the basement floor drains of 2340 Hempstead Street. Three to four feet of muddy water caused major damage to the basement of property located at 2340 Hempstead Street. I am aware that at least two other houses on Hempstead Street experienced similar damages to their property as well. I spoke with John Klosterman from Public Works, via telephone, on January 29, 2009. John stated he is aware that there is an 8 inch sewer pipe problem in front of Hempstead Street which he has submitted to the Engineering Department. He is not sure when the Engineering Department planned on doing the repairs. John stated that once he submits problems to the Engineering Department, it is out of his hands. Due to the water-main break on Lowell Street and the known problems with the main sewer-line in front of Hempstead Street, I believe the City is responsible for the damages to 2340 Hempstead Street.
