This is a claim in which claimant alleges that his vehicle which was parked in the
parking lot at 2635 Windsor Avenue was struck by an unmarked City of Dubuque police
vehicle.
This claim has been referred to Public Entity Risk Services of Iowa, the agent for the Iowa
Communities Assurance Pool.
