INTRODUCTION
The purpose of this memorandum is to recommend the renewal of the annual liquor
license for Player's Sports Bar located at 1902 Central Avenue.
BACKGROUND
Player's Sports Bar is located at 1902 Central Avenue and is currently operating under
a 12-month liquor license renewal. Prior to the 12-month renewal, Player's Sports Bar
operated under asix-month liquor license due to concerns regarding the number and
types of calls for service. The Dubuque Police Department has established an ongoing
relationship with Player's Sports Bar and continues to meet regularly, this includes
seven times over the past year.
The purpose of the meetings is to discuss and explore ways to reduce and eliminate the
high impact calls for service. High impact calls for service include those calls requiring
two or more officers, including but not limited to Disturbances, Crimes Against Persons,
Crimes Against Property, and Public Morals as defined by the following.

DISCUSSION
In response to the concerns, the police department meets regularly with owners, Dave
and Rhonda Lorenz, to discuss and explore a number of strategies to combat the high
impact of calls for service. Those strategies include:
• Regular meetings with the Police Department.
• Current Action:
- Seven meetings were held during the current renewal period.
- Monthly meetings are scheduled for 2009.
• The sending of NO TRESPASS letters to subjects involved in any disturbances,
to prevent them from returning.
• Current Action:
- Player's Sports Bar has issued two No Trespass letters.
- Additionally, Player's Sports Bar is in the process of issuing No
Trespass Letters to all 26 persons arrested through the renewal
period for a minimum of six months.
• Limit the number from the current occupancy limit of 135 to 80-95 persons.
• Current Action:
- This limitation has continued through 2008 and will continue
through 2009.
• Upgrade video surveillance equipment in an attempt to identify offenders.
• Current Action:
- Player's Sports Bar is still exploring this venture. Primarily held up
on cost issues.
• Maintain security staff Thursday, Friday and Saturday nights and identify these
with security shirts.
• Current Action:
- This policy has been expanded to also include Wednesday nights.
• Check identification on all subjects who enter the business.
• Current Action:
- This policy continues nightly.
• Provide T.I.P.S. training to all bar staff.
• Current Action:
- All primary bar staff have T, 1. P. S. training.
PLAYER'S SPORTS BAR (1902 CENTRAL AVENUE)
Since the last renewal, there were 150 calls for service with 67 generated by police
through extra attention. Extra attention by police routinely occurs Thursday, Friday, and
Saturday nights and is designed to highlight police presence and visibility near closing
time. Of the remaining 83 calls, there were 35 disturbances, 19 of which were handled
by officer requiring no offense or incident report. There were six crimes against persons,
three crimes against property, and five public moral violations. There were 58 individual
violations with no business violations.

RECOMMENDATION
Player's Sports Bar remains a concern. Based upon the owner's willingness to work
closely with the police department through monthly meetings and the adoption of
prevention and intervention action steps, the issuance of No Trespass letters to all
individuals arrested at Player's Sports Bar through the reporting period, we are hopeful
the reductions of calls for service and the incidents of arrests will occur. Based upon
these elements, the cooperative action steps, and the business having no business
violations, we recommend approval for the annual liquor license renewal for Player's
Sports Bar, 1902 Central Avenue.
