2 23 09 Budget Materials Helping Services of NE IowaInspiring Hope... through safe homes, prevention and advocacy Did you know that in a 2006 survey done by the Community Foundation, when asked in an unaided format, Dubuque county P rev e n t I o n resident parents identified drug or alcohol use as the most im- portant issues facing youth in the area? Also the top four most serious problems (underage drinking, illegal drug and alcohol use by adults and teen tobacco use) all relate to substance abuse issues. According to the 2005 Iowa Youth Survey, 70% of 11th graders from Dubuque County report that they have used alcohol, as well as 33% of 8th graders and 13% of 6th graders. Service Helping Services offers Comprehensive Substance Abuse Prevention in our community: Effective, research based, model programming in schools that increase perception of harm and teach good decision making skills. This includes the All Stars and Life Skills programs. We are currently working on being able to provide Life Skills Training to every third grader in Dubuque. E d u C a t i o n Programs for parents and families that encourage family communication and bond- ing, limit setting and rules and consequences, all effective practices in reducing risk factors for youth. This includes the program Strengthening Families. Providing resources and technical assistance for substance abuse coalitions working to create change at the community level. These coalitions are the Dubuque Area Sub- stance Abuse Coalition and the Dubuque County Safe Youth Coalition. C 0 m m U n I t y Providing support and assistance for other community groups to raise awareness and address substance abuse issues through various avenues. These groups include the Dubuque Mentoring Partnership, Every Child Every Promise, Empowerment, Big Broth- ers Big Sisters, Community Partnerships for Protecting Children, the Dubuque Area Coalition for the Prevention of Child Abuse, and the Dubuque Community Schools. We provide training and technical assistance to area businesses to assist them in fostering a drug free workplace. This includes help with writing policies and providing training to both staff and supervisors. We provide resources to enforce underage drinking laws by providing grant funds to local law enforcement to conduct alcohol compliance checks, We also help coordi- !; d v 0 C a C y' Hate and provide beverage server training. We created and facilitate a service learning group at Washington Middle School that promotes community service and bonding to school and positive peers.
