Proclamation Youth Appreciation WHEREAS, The Optimist International Organization has declared the entire month of November as "Youth Appreciation Month" in recognition of the youth who are upholding the dignity of youth; and WHEREAS, The Morning Optimist Club, under the direction of Elizabeth Zumhoff, recognizes the Carnegie Stout Public Library Teen Volunteers who gave their time and talents to assist Children’s Library staff in th celebrating the Library’s 100 birthday and instill enthusiasm in young readers with over 460 volunteers hours; and WHEREAS, The Noon Optimist Club, under the direction of Susan Sieverding, recognizes and honors the youth involved with East Dubuque High School who are actively involved in Community Service Projects; and WHEREAS, The Evening Optimist Club, under the direction of Lynn Feltes, recognizes the crosswalk guards of the Dubuque Community School District who cheerfully aid their peers in safely traversing the City streets on their way to and from their respective schools. NOW THEREFORE, I, TERRANCE M. DUGGAN, MAYOR OF THE CITY OF DUBUQUE, IOWA, PROCLAIM THE MONTH OF NOVEMBER, 2002 AS: "YOUTH APPRECIATION MONTH" IN THE CITY OF DUBUQUE, AND URGE EVERYONE TO RECOGNIZE AND APPRECIATE THESE INDIVIDUALS AND ALL YOUTH THAT WORK TOWARD CREATING A BETTER COMMUNITY.
