INTRODUCTION
The enclosed resolution provides for the City Council approval of the Annual Five-Year Street
Construction Program for Fiscal Years 2010 - 2014.
DISCUSSION
The Five-Year Street Construction Program for Fiscal Years 2010 - 2014, which is part of the
Five-Year Capital Improvement Projects, includes the estimated costs for the street
construction work and the anticipated year during which each project will be undertaken. The
Five-Year Street Construction Program is considered annually by the City Council as part of
the budget process.
The Iowa Department of Transportation (Iowa DOT) provides annual projections on the
amount of Road Use Tax (RUT) Funds the City of Dubuque will receive over the next five
years based on a per capita amount. In FY 2007, the Iowa DOT estimates were revised
causing a decrease in RUT funds from the prior year in the amount of $1,111,696 over five
years. In December 2006, the Iowa DOT impact was increased an additional $92,298 over five
years and in December 2007 the Iowa DOT impact was again increased by $74,992.
In FY 2010, the Iowa Department of Revenue increased Road Use Tax Funds (RUT) as a
result of higher vehicle registration fees passed into law in 2008. The City is estimated to
receive $26,488,945 for FY 2010-2014, which is an increase of $1,955,089 over the prior year
projections. This increase has allowed more projects to be funded with Road Use Tax rather
than other payment sources.
The proposed Fiscal Year 2010 - 2014 Street Construction Program budget has been reduced
by $1,414,750 in comparison to the 2009 - 2013 Street Program due to increased operating
costs for street maintenance and large equipment purchases of approximately $1.7 million.
Asbury Road is currently being evaluated as part of the East-West Corridor Study. Based on
the results of the study, improvements to Asbury Road will be recommended, prioritized and
programmed in a future budget cycle.
LOCAL FUNDING SHIFT TO SOUTHWEST ARTERIAL
The Iowa DOT Commission has challenged both the City and County to provide a local
financial commitment and seek local funding for this project and pursue all viable options to
fund the Southwest Arterial project. The City and County have met the challenge and have
identified $15.75 million in local funds that could be used as matching cost for current and
future federal funding appropriations. The Southwest Arterial continues to be a top priority;
therefore, other funding strategies are being evaluated to ensure that this project moves
forward.
The City is proposing to use DMATS STP funding on eligible City street construction and traffic
capacity /safety related improvement projects which will allow local funds to be transferred to
the Southwest Arterial project and used as matching cost for the federal funds. Staff has
identified approximately $4.6 million in local project funds between FY2010 - 2014, that could
be shifted using DMATS STP funds which would allow the leveraging of approximately $18.4
million in federal dollars.
RECOMMENDATION
I recommend that the City Council accept the Annual Five-Year Construction Program for
Fiscal Years 2010 - 2014.
ACTION TO BE TAKEN
The City Council is requested to approve this resolution for the acceptance of the Five-Year
Construction Program for Fiscal Years 2010 - 2014.

ADOPTING THE FIVE-YEAR STREET CONSTRUCTION PROGRAM FOR
FISCAL YEARS 2010-2014
Whereas, a recommended Five-Year Street Construction Program far the
Fiscal Years 2010 - 2014 beginning July 1, 2009, and ending June 30, 2014, for
the City of Dubuque has been prepared and submitted to the City Council; and
Whereas, the Five-Year Street Construction Program: 1) describes
specific capital improvement projects; 2) provides estimated casts for those
projects; 3) proposes sources of funding; and 4) schedules the fiscal/calendar
year during which each project will be undertaken; and
Whereas, the capital improvement projects for the first year of such five-
yearprogram are included in the Fiscal Year 2010 budget; and
Whereas, the adoption of the Five-Year Street Construction Program is a
prudent measure to provide continuity of programs and is in the best interest of
the City of Dubuque.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the Five-Year Street Construction Program for Fiscal
Years 2010 - 2014 beginning July 1, 2009, set out in the Fiscal Years 2010 -
2014 recommended Capital Improvement Budget, is hereby approved and
adopted as the proposed allocation of City resources for capital improvements as
scheduled in the years shown, subject to annual review and revision.
