Park & Rec Comm 10 08 02PRESENT: ABSENT: MINUTES APPROVED; VOTE DISCUSS GARY LATHAM LETTER: PARK AND RECREATION COMMISSION MEETING Tuesday, October 8, 2002 4:30 p.m., in the Third Floor Auditorium, Carnegie-Stout Public Libra~] Tom Blocklinger, Chuck Duggan, Paul Hoffmann, Gary Harjehausen, Karen Lyness and Tom Schrobilgen Klm Daykin Staff present: Gil Spence, Pat Prevenas, John Hail and Eileen Trimble It was moved by Harjehausen, seconded by Schrobilgen, to approve the minutes of the September 17, 2002, meeting. The motion passed unanimously. Mr. Latham sent a letter requesting that more consideration be given to making the golf course snack bar totally non smoking, instead of spending more money on smoke eaters or other remedies that wouldn't work. Leisure Services Manager Gil Spence said staff forgot to notify Mr. Latham that his letter was on the agenda so the commission could discuss the letter but should probably not take any action. It will be added to the November agenda, and Mr. Latham will be notified so he has a chance to appear before the commission. APPROVE RECREATION DIVISION C.I.P. BUDGET; VOTE: Manager Spence explained that there were no changes to the pool FY 2004 to FY 2007 C.t.P. budget, and six items were added for FY 2008. There were not a lot changes to golf because we do not know what to put down until after the course renovation study this fall. We don't want to spend money on something that could be impacted by the study. Mr. Duggan asked if there would be a public input meeting before the study. Mr. Spence said probably not because we don't want the consultant to be influenced by other ideas - we want that person to really study the situation themselves and get an unbiased opinion. There will be a committee formed to work with the consultant and a public process developed to discuss the study recommendations. It was moved by Daykin, seconded by Lyness, to approve the Recreation Division C.I.P. budget as presented by staff. The motion passed unanimously. APPROVEPARK DIVISION C.I.P. BUDGET;VOTE: Mr. Spence explained some of the changes in the FY 2004 - FY 2008 Park Division C.I.P. budget: garage at Town Clock Plaza was eliminated because it is no longer needed ($40,000); renovate Indian Room rest rooms was moved from FY 2006 to FY 2004; screen dog track was moved up to FY 2004. continued RECREATION DIVISION REPORT: PARK DIVISION REPORT: ADJOURN; VOTE: October 8, 2002, meeting page two There are many new projects for FY 2008. Comments on some of those projects included: re-siding buildings at McAleece will be new concrete panel siding instead of wood; shade structure at Veterans' Memorial Park is for an open air pavilion to be placed near field three; croquet court, if approved, would be developed by the volleyball courts at Flora Park; replacing pay phones would be at McAleece, Eagle Point, Murphy and the skate park, and would include the cost of replacing the phone line. It was moved by Hariehausen, seconded by Lyness, to approve the .Park Division C.I.P. budget as presented by staff. The motion passed unanimously. The Recreation Division summer 2002 report was distributed, and may be found as part of the original minutes. Recreation Division Manager Pat Prevenas informed commissioners: ~ 43 teams have registered for adult basketball leagues, down 4 from last year; 74 volleyball teams registered as compared to 96 last year, partly due to teams forming their own leagues or getting their own location to play because our prices are getting too high. I, It was a really good summer for swimming, so numbers are up. I, Recreation Classes (art, music, drama, etc) had pretty good numbers for this summer. ~ Boys' baseball numbers were down; tennis continues to decline. I, September golf rounds are down two percent from 2001; nationwide trend is also down two percent and regionally is down about six percent; snack bar sales are up eight percent; pro shop sales up seven percent. There were an increase in golf outings, but a lot of them are put on by bar-type businesses, so they go back to their own bar after the golf. ~ Uptown Recreation numbers are down, but there were so many "no shows" for classes in 2001, that the County Extension offered fewer choices in 2002. Park Division Manager John Hail informed commissioners: I, Mr. Hail is working with Irish Fest and everything seems to be going well; there is better communication this year. One of John Finn's proposals was to have the auxiliary police work the event, but they will not be working. Department seasonal rangers will be working parking cars and directing traffic. There will be several large tents: one for entertainment, one for vendors, one for arm wrestling contest and one over our playground equipment to provide a special area for children's activities. I, Seventy Emmaus Bible College students were completing service projects. They installed a set of stairs on one of the hills at the disc golf course and weeded and pruned roses on Highway 20. I, We used a lot of sod from the McAleece Complex project and placed in park areas, especially Murphy Park. It was moved by Harjehausen, seconded by Schr~bilgen, that the meeting be adjourned at 5:2 p.m. The motion passed unanimously. Attest Chairperson
