Sealed bids were received for the Concrete Repairs Project on Kerper Boulevard and
North Grandview. Public Works Director Mike Koch recommends award of the contract
to the Iow bidder, Drew Cook & Sons Excavating, Inc., in the amount of $68,120, which
is 15.76% under the engineer's estimate.
I concur with the recommendation and respectfully request Mayor and Council
approval.

INTRODUCTION
The enclosed resolution provides for the award of the Concrete Repairs Project on
Kerper Boulevard and North Grandview.
DISCUSSION
The project involves replacement of existing deteriorated concrete on Kerper Boulevard
from 9th Street to 12th Street and on North Grandview from Bennett Street to West 3rd
Street.
Sealed bids were received on the project on October 24, 2002. Dre, v Cook & Sons
Excavating, Inc. of Dubuque, Iowa, submitted the Iow bid in the amcunt of $68,120.
This amount is 15.76% under the engineer's estimate.
A summary of the bids received is as follows:

RECOMMENDATION
I recommend that the contract be awarded to Drew Cook & Sons Excavating, Inc. in the
amount of $68,120.
BUDGET IMPACT
The summary of the project costs is as follows:

The City Council is requested to adopt the attached resolution awarding the Concrete
Repairs Project on Kerper Boulevard and North Grandview to Drew Cook & Sons
Excavating, Inc.

Concrete Repairs Project on Kerper Boulevard and North Grandview pursuant to
Resolution No. 538-02 and notice to bidders published in a newspaper published
in the City of Dubuque, Iowa on the 11t~ day of October, 2002.
Whereas, said sealed proposals were opened and read on the 24t~ day of
October, 2002, and it has been determined that the bid of Drew Cook & Sons
Excavating, Inc. of Dubuque, Iowa, in the amount of $68,120.00 was the lowest
bid for the furnishings of all labor and materials and performing the work as
provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Drew Cook &
Sons Excavating, Inc. and the Manager be and is hereby directed to execute a
contract on behalf of the City of Dubuque for the complete performance of the
work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.

SUBJECT:Concrete Repairs on Kerper Boulevard and North Grandview
INTRODUCTION
The enclosed resolutions authorize the public bidding procedure for concrete paving
repairs on Kerper Boulevard and on North Grandview.
DISCUSSION
The proposed project involves replacement of existing deteriorated concrete on Kerper
Boulevard from 9th Street to 12th Street and on North Grandview from Bennett Street to
West 3rd Street.
The existing concrete paving in these blocks has deteriorated more rapidly than the
balance of the Kerper Boulevard concrete paving project built in 1964 and the
Grandview concrete paving project built in approximately 1973.
Several slabs are severely cracked and the joints have severely deteriorated. The
existing joints require frequent asphalt patching.
This amount of concrete repairs exceeds the capacity of the Operations and
Maintenance Department. Therefore, funds have been appropriated annually in the
Capital Improvement Budget for hiring contractors to do such large maintenance
projects.

RECOMMENDATION
I recommend that the City Council establish the date for public hearing and authorize
the City Clerk to advertise for proposals through the adoption of the enclosed
resolutions.
